What the care home does well 56 Sycamore Grove is located in an ordinary residential area and fits in well with the neighbouring properties. Service users can be part of a local community and be close to a range of facilities and amenities, including Trowbridge College. What has improved since the last inspection? Not applicable. What the care home could do better: The home was without a registered manager when the home was last inspected. It was judged at the time that the quality of the management and conduct of the home was poor. A permanent manager will need to be in post before new service users move into the home. This is to ensure that they benefit from a well run home and so that OLPA meets its legal responsibilities. The quality of care and support was also judged to have been poor. The service users had been at risk because some areas of their support were not being regularly reviewed. There had been a lack of clear guidance for staff, which could have put service users at risk and resulted in an inflexible approach in the provision of personal care. Incompatibility between service users has also been a factor in the past. It will be important to review the arrangements being made for the care and support of service users, before new admissions are made. This is so that the shortcomings identified at pervious inspections are not repeated. As reported at the last inspection, the training requirements of the staff team will need to be assessed and fully met to ensure that future service users benefit from an appropriately trained staff team. Conditions of registration: 1. Only one named female service user over 65 years of age. Date of last inspection 18th April 2007 Brief Description of the Service: 56 Sycamore Grove is one of a number of care homes in Wiltshire that are run by the Ordinary Life Project Association (OLPA). The property is a detached bungalow in a residential area of Trowbridge. There are some shops nearby and the home is close to Trowbridge College. The accommodation includes three single bedrooms and a lounge with a dining area. Information about the service is available in a Statement of Purpose for the home. This is an overview of what the inspector found during the inspection. OLPA informed the Commission prior to this inspection that the home was unoccupied and not providing a service. The home has had no service users since shortly after the last key inspection, which took place in April 2007. The two people who were living in the home at the time of that inspection moved to other care services. The staff team were relocated to work in other OLPA run care services. There have since been discussions with OLPA about their intentions for the home. OLPA has not applied for a voluntary cancellation of registration, preferring to have the option of being able to admit people into the home on a future date. In August 2007, the OLPA Chief Officer confirmed with the Commission that plans had been drawn up to increase the number of places in the home from three to four. This would involve making some internal alterations to the premises. The Commission is considering the legal position of a registered service that is unoccupied and not providing a service. While it continues to be registered, 56 Sycamore Grove is subject to the Commission’s timescales for carrying out inspections. A visit to the home was therefore arranged with Ms S. Wheelan, an OLPA Service Co-ordinator. This took place on 13 September 2007 at 9.15 am. The key inspection of a care home usually includes gaining feedback from the people living there and from others who have contact with the home. Judgements are then made about how well the home is performing, based on the outcomes for service users. In the absence of service users and feedback about their experience, it has not been possible to carry out a meaningful inspection at this time. In view of this, judgements about quality have not been made under the different outcome areas that are identified within the report. A normal key inspection of 56 Sycamore Grove will take place when OLPA is providing a service to people in the home. During the visit on 13 September 2007, Ms Wheelan said that plans in connection with the proposed development of the home were being submitted for approval during that week.
