If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Abberton Manor is a large converted house set in an attractive garden and rural area on the outskirts of a small village near Colchester. The home has a car park but is not within local bus routes. The home has a large garden to the rear with a patio and further gardens at the side and front, which give views over the surrounding countryside. The home primarily provides care for older people, with physical disabilities but also provides palliative care and care for severely brain injured people. More recently the
Annual Service Review Page 2 of 6 2 1 1 0 2 0 0 8 home has applied for variations to allow them to take younger adults with complex nursing needs and this has worked well with the current resident group. The current scale of charges is from £695.00 to £750.00 per week. There are additional costs for items such as hairdressing, toiletries, chiropody, guest meals and newspapers. Information is made available to prospective service users via a Service Users Guide, which will be available prior to admission. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment document, required by law, that focuses on what the home does well, what could be done better and what needs improving. It also focuses on how well outcomes are being met for people using the service and provides us with some numerical information about the service. Surveys were forwarded to the home, for people who live at Abberton Manor Nursing Home and care staff to complete. At the time of writing this Annual Service Review (ASR), we had received 3 surveys from staff. Information we have about how the service has managed any complaints and/or safeguarding referrals. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. Relevant information from other organisations. What has this told us about the service? The service sent us their AQAA when we asked for it. It was clear and gave us all the information we asked for. At the previous key inspection to the home 2 statutory requirements were recorded as outstanding, 1 Immediate Requirement was issued in relation to medication practices and procedures and a further 2 statutory requirements were made. An action plan was forwarded to us, detailing action to be taken by the organisation to address shortfalls identified. The AQAA confirms there have been 2 safeguarding referrals and investigations. We are aware of one of these and the issues surrounding the safeguarding alert. We are not aware as to what the other safeguarding issue refers to. Staff surveys returned to us were very positive about the care and support provided to people who live at the home. Staff confirmed they are provided with up to date information about prospective people wishing to live at Abberton Manor Nursing Home. Staff advised that the home is good at providing general care to residents, has a welcoming atmosphere and looks after the clients well. We received information from Essex County Council pertaining to concerns raised as a result of 2 safeguarding alerts and subsequent visits by members of the Quality and Development and social work teams. We are aware that some shortfalls have been identified in relation to care planning, risk assessments, medication practices and Annual Service Review Page 4 of 6 procedures, staff training and inductions for staff. An embargo on admitting new people to the home has been in force for approximately one month. An action plan has been drawn up and this details that a number of service users are to be reviewed by the local social work teams and a further visit will be undertaken by the Quality and Development team to check compliance to requirements made. It is of concern that the AQAA does not detail that an embargo on placements has been in force at the home by Essex County Council for the past month and the rationale for this. As a result we have concerns about how the home is being managed and how this is affecting outcomes for people living there. What are we going to do as a result of this annual service review? We are going to change our inspection plan, and will do a key inspection by 31st January 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
