What the care home does well Staff were seen to be friendly and helpful to people and respected their dignity. Relatives said that the care provided was at a high standard and that staff and management were also pleasant and positive. Staff were aware of how to report abuse to enable protection to be put in place for people. Fire testing is now of a good standard to protect people from fire risks. What the care home could do better: Care Plans need to be fully detailed and that they are all read by care staff, to ensure staff can meet individual needs. Staff need to alert medical services if people if someonehas a potentially serious injury, and Moving and Handling practices must follow required practice to ensure the safety of people. All records must be clear and fully detailed. Activities need to be extended and to have a specifically designated person in charge of these to give more stimulation to people. Following issues received in the past regarding the safeguarding of people living in the service, and following up the requirements of the last Inspection Report, we visited the home to follow up the issues identified: Safeguarding Issues: the Manager contacted the Coroners Office to ascertain that a date had not been arranged for the Inquest in question. With regard to the other Safeguarding issue the Manager ascertained that this had not been defined as a safeguarding issue by the Lead Agency, which we checked and also found and confirmed. Care Planning: the Manager said that she was in the process of revamping the plans to make them more person centered so that staff would know in detail peoples needs and be able to meet them. We saw an example of the improved plans, though there was still a lack of detail on some of the Plans in respect of Risk Assessments regarding Moving and Handling, Incontinence and Challenging Behavior for the individual Plans we saw. There was also evidence that staff had not read all the Care Plans so they could not guarantee the care they provided was always relevant. We saw that a person had been lifted from the floor instead of staff using proper Moving and Handling techniques. There was evidence of Health and Safety procedures being followed, but there was also an instance where a person had facial injuries, and therefore had a head injury, but medical services had not been alerted. Detail and legibility for accident and care records was not in place for a small, though important, proportion of records which could impact on care if this issue could not be properly ascertained and acted on by a relevant person. There was evidence of activities but none in the morning period, to provide stimulation for people at that time. The Complaints Procedure had been altered and improved, but this still did not give the complainant the option to go to the Lead Agency at the beginning of their complaint.
