Ardath is a part adapted, part purpose built care home situated on the outskirts of Bexhill on Sea. The home is situated approximately one mile from Bexhill town centre with its shops and access to bus and rail routes. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included : The annual quality assurance assessment (AQAA) that was sent by us to the service for completion. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also provides us with some numerical information about the service. Information we may have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. Relevant information from other organizations. What other people have told us about the service. We have also surveyed people who live at the home, staff and other health and social care professionals, for their views about the home, to date responses have been limited but we have taken account of this feedback in our overall assessment of the service. Survey responses from service users living at the home have been limited but those received have informed this review and any comments have been Incorporated into this report. We have also asked interested relatives to contact us if they have a view of the service they wish to share, and their feedback has also been influential in informing this review. What has this told us about the service? The home las treceived a key inspection and unannounced site visit on 22nd July 2008, and was awarded a good rating. To inform this annual service review the home has sent us their annual quality assurance assessment (AQAA) when we asked for it. We found this to have been completed to a reasonable standard but provides us with only some of the information we ask for, Additional content and detail within the AQAA would better illustrate the day to day operational routines of the service and how these are being developed, and we have discussed this with the manager. The registered manager has reflected within the AQAA information about how the service has developed over the last twelve months, and identified areas of service for Annual Service Review Page 4 of 7 further improvement. No specific reference is made within the information about whether the service has addressed two outstanding requirements from a previous inspection. We have therefore sought further clarity from the registered manager, who has confirmed that both requirements have been actioned. The registered manager has informed us that the implementation of improved recruitment procedures including a comprehensive checklist helps ensure that all essential vetting and checks of prospective staff are in place before they commence employment. Additionally, all new staff now complete the Skills for Care Common induction standards workbook, and this training has also been provided retrospectively to all existing and longer serving staff. Since our last key inspection of the service there have been some changes to the senior management at Sussex Housing and Care head office, this has provided improved support to the Registered manager. In the last twelve months the service informs us that it has reviewed the pre-admission assessment of prospective residents and the information made available to them. Where possible the service aims to maintain continuity for new residents by enabling them to retain their own GP if they are local to the area. In AQAA information the manager acknowledges the need to ensure that staff training needs to keep pace with the changing needs of residents, and staff are being provided with full day training courses to support this. The AQAA informs us that the home has been affected by some staff shortages, and has tried to minimize the impact of these on residents, whilst also retaining some continuity; by ensuring that any agency staff used are familiar with the home. A new chef has been appointed and the AQAA tells us that they have taken time to get to know residents individual likes and dislikes, and feedback from residents to date has been positive. Six monthly resident meetings have been implemented and there are plans to increase the frequency of these in keeping with resident preferences. As a result of feedback from residents and staff the home has introduced two shopping trips each week, this is to ensure that more disabled residents are also given the opportunity to get out to do personal shopping. The Registered manager has also indicated the wish to source some craft activities and find volunteer speakers on a range of subjects, which will be of interest to residents. We are advised that staff induction is being reviewed to incorporate cultural differences and perspectives, providing staff with an awareness of how other cultures see and value their elders. A review of the dining area is planned to enable less mobile residents greater independence. Curtains are to be renewed throughout the building and a small lounge re carpeted. Since the last inspection a pathway at the rear of the home has been renewed, Annual Service Review Page 5 of 7 allowing better and safer access around the building for residents. New slings have been purchased for existing hoisting equipment to support the safe moving and handling of residents. Survey feedback from health and social care professionals although limited has been positive, they tell us that the home is: 1st class in all areas AQAA information tells us that the home has received no complaints or raised any adult alerts since the last inspection. The AQAA dataset indicates that previous recommendations made by the Commission for the organization to update policies and procedures that it provides to its services, have not been actioned. Some of the policies and procedures not updated are in areas where there have been legislation changes in the past few years, and information available to staff has not kept updated to reflect this and now needs urgent attention. The AQAA dataset information advises that in the last twelve months eleven residents have been admitted to A & E services at the local hospital, and five people registered as residents of the home have died, the home has only informed us of one of these events, a death which occurred at the home. We have discussed these omissions with the manager who has agreed to take back responsibility for ensuring that notifiable events are reported to the Commission within 24 hours of occurring in keeping with responsibilities under regulation 37 of the Care Homes Regulations 2001. At local level the service is generally compliant with regulation and committed to providing good outcomes for the people who live there. What are we going to do as a result of this annual service review?
