Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at the information that we have received, or asked for, since the last Annual Service Review in February 2009. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us numerical information about the service. Any surveys returned to us by service users and others with an interest in the service. Any information we have received about how the service has managed any complaints. What the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. The previous key inspection and any action taken in response to requirements or recommendations made within the previous inspection report. What has this told us about the service? The annual quality assurance assessment (AQAA), returned by the manager, provided current details about the home including areas where action has been taken to make improvements. The manager reported that since the last inspection a range of improvements had been made in direct response to resident feedback. For example there have been changes made to the menus; new lounge carpets have been purchased in consultation with residents and they are also regularly consulted about the activities, outings and entertainment programme. Specific arrangements have also been made for personal items to be brought into the home. Other changes reported since the last inspection include updating of the homes brochure, liaison with the day centre and service user visits ahead of respite care provision, the provision of end of life care training to two staff and the establishment of specific medical supplies box to support end of life care. Raised flower/vegetable beds have been constructed to encourage resident involvement in choosing/planting flowers and vegetables. Staff awareness of safeguarding and complaints have been raised through the use of posters and leaflets about the home, and all staff have attended safeguarding training. Six new carers have been recruited and inducted including two male carers which improves the homes ability to provide same-gender care for male residents and a range of additional training has been provided to senior carers and carers. New outcome focused targets have been set for the home following managerial review. The AQAA also indicates a range of planned improvements for the future. There was one requirement arising from the last inspection which had been addressed Annual Service Review Page 4 of 6 by the time of the annual service review in February 2009. Since the last inspection, appropriate notifications of a range of reportable events have been made to the Commission, with the exception of a safeguarding referral which should have been reported to the Commission at the time, though it was included in the AQAA completed by the manager ahead of this annual service review. The completed AQAA indicated that fifteen new complaints had been received about the service in the last twelve months, all of which were reportedly addressed within 28 days, of which five were upheld. No complaints have been received by the Commission, for forwarding to the service, over the same period. There is reported to have been one safeguarding referral relating to this service in the previous twelve months, though as noted above, this was not reported to the Commission at the time. The manager confirmed the details of the resulting investigation by telephone for this review, and that no action was required against any member of staff. The manager should ensure that any future safeguarding issues are reported at the time, to the Commission. The AQAA indicates a responsive service, which consults residents through day-to-day contact, six monthly reviews, the use of Age Concern advocates, advising residents and family of the complaints procedure and through regular residents meetings. Residents are also invited to complete an annual quality assurance survey at the time of one of their reviews. Our judgement is that the home continues to provide a good service to meet the needs of residents, and provides good outcomes for residents. What are we going to do as a result of this annual service review? We will not change our inspection plan, and will undertake the next key inspection by the 10th of March 2011.
