Ascot Lodge is situated on the ground floor of a three storey Victorian house in a quiet cul-de-sac in Moseley. The upper floors of the property are let to private tenants with a front entrance shared by tenants and the people who live in the care home. Ascot Lodge comprises of three bedrooms, a small kitchen, bathroom and WC, lounge, diningAnnual Service Review area, office and rear garden with a shed and garden furniture. There is off road parking available for three cars at the front of the property, which is shared with private tenants who occupy the rest of the building. The home provides a vehicle, which is used by the people living there to access community based facilities, attend appointments and day trips. The home is not suitable for people who have mobility difficulties. The service users guide did not include the fees charged to live there. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQQA is a self- assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. We looked at the previous inspection report dated 7th November 2007 and a Random inspection reported dated 4th November 2008. We looked at what the service had told us about things that had happened in the service. These are called notifications and are a legal requirement. We also spoke to the acting manager by telephone on 16th October 2009 when we were completing this report. What has this told us about the service? The manager left in September 2008. The deputy is now acting manager and plans to register with CQC. The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It gave us basic information about what they are doing now and what they want to do in the future. We did a random visit in to follow up on safeguarding issues and the Home was asked to make improvements to the systems in place to safeguard people and to provide training for staff.These have now been actioned. At the key inspection in November 2007 we made some good practice recommendations that should improve the service for people if acted on. The acting manager told us that all recommendations have been actioned. These include improving risk assessments, providing fee information in the service user guide, ensuring staff are informed about the mental capacity act and improving gas leak detection. There have been no new admissions to the Home the people living there are the same as when we did our last visit. The AQAA told us that new care plans and health action plans are in place so that staff have the information they need to meet people needs.We were told that regular meetings take place with people living in the Home so their views can be promoted and incorporated into what the Home does. The AQAA told us that people take part in a range of leisure activities so they live fulfilled lifestyles. The Home told us since our last visit they have received one complaint and have dealt with one safeguarding issue. The safeguarding matter was referred to Birmingham Social Care and Health. Training for staff in safeguarding took place in April 2009 and staff have been issued with hand books on mental capacity and deprivation of safeguards. Policies and procedures are in place and were reviewed in June 2009. This means that Annual Service Review Page 4 of 6 staff have up to date information about how they should do their job well. Two members of staff have completed NVQ level 3 and one is doing NVQ level 4 . All staff have taken part in the following training sessions first aid, challenging behaviour with autism, basic food hygiene, manual handling, report writing and mental capacity awareness and fire safety. This should ensure that staff have the skills and knowledge to meet people needs and keep people safe. From the information we have looked at our judgment is that the home is still providing a good service and they know what further improvements they need to make. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a Key inspection by 7th November 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
