This random inspection was conducted on 10th March 2009 over two half days. The inspection was conducted by two inspectors on the first day of the inspection and by the lead inspector on the second day. The Commission received a complaint by an anonymous staff member and was notified of complaints received by a local authority from a resident and from a former manager of the home. Some of the matters raised from the complaints had been investigated by the local authority and local primary care trust. The issues related to the complaints and examined at this random inspection concerned those that were relevant to the national minimum standards, focusing on the care practises of the home and the choices made available to individuals in the home about their care and support. These included the End of Life policy and peoples End of Life wishes; issues around mental capacity and decision making; medication and nursing care; overnight visitors; working hours of staff and their deployment; meals and mealtimes; recruitment procedure; reporting of significant incidents and the cleanliness of the environment. We spoke with the manager, residents and staff as well as touring the premises, looked at the files and daily records of people who use the service, paying particular attention to individual care plans and how the home ensures the health and wellbeing of people are being met. In addition we also took into account requirements that have been achieved since the last inspection. We will examine all key standards and outstanding requirements at the next key inspection. The home wishes to convert the visitors room into an additional bedroom due to the demand for the service. The manager is currently consulting the Registration Team about the suitability of the room.
