Bigwig House provides care and accommodation for three people on the autistic spectrum. It is run by Spectrum, an organisation that provides specialist care to people on the autistic spectrum. The home is situated in Holywell Bay, which is near Newquay. The accommodation is on two levels and consists of three single bedrooms, an office, kitchen, dining room and lounge. There is a sizable garden and satisfactory car parking for staff and visitors. The home has its own transport. The current residents do not need any specialist equipment or adaptations, and the home is not adapted for a person with a physical disability. Spectrum employs a registered manager-Terry Morgan- who is responsible for the day to day running of the home and who is supported by a team of staff who cover shifts at the home over the 24 hour period. Spectrum aims to provide service users with appropriate support in a small domestic environment in a community setting. The fees for people living in the home are decided on an individual basis based on the person`s needs and as agreed with the sponsoring authority.

This is the latest available inspection report for this service, carried out on 23rd June 2010. CQC found this care home to be providing an Adequate service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well The building has been redecorated and there is new carpets throughout the communal areas of the home. People living in the home are happy, and staff were observed working well with people living there. The home was clean and homely. We looked at requirements set at the last key inspection. The following areas, where there were regulatory requirements set, now meet the national minimum standards and associated regulations: * Medication systems have improved. Storage is to a good standard and medication is secure. Medication records are maintained to a good standard. Current staff have all received training in good practice regarding management and administration of medication. * There is suitable evidence that a satisfactory quality assurance system is in place. * Staff training is generally to a good standard, although the organisation needs to ensure computer records of staff training are up to date for all staff. For example two staff on duty both said they had received first aid training in the last couple of years, although this was not apparent from the records. * Health and safety precautions have improved. For example portable electrical appliance testing has been completed and evidence that testing of the electrical `hardwire` circuit has been completed and is deemed satisfactory. A test has been completed to ensure the legionella bacterium is not present in the water system. What the care home could do better: Two policies still need to be written: * A policy regarding the prevention of legionnaire`s` disease. This should outline procedures followed to minimise the risk, and, if necessary, what additional procedures need to be put in place. The Health and Safety Executive publishes a useful leaflet on this issue on its website. * A Quality Assurance Policy which outlines the procedures which the organisation follows to ensure its services are managed to a good standard. We noted that the oil central heating system needs to be serviced, as this was last carried out on 17/6/2009. However we are happy with the progress which has been made by the registered persons, since the last inspection. The commission is currently not carrying out key inspections for the majority of services or awarding star ratings. However based on the evidence from this inspection, if we were, we would be happy to up rate this service to a 2 star `good` service. The methodology to complete this inspection was as follows: * We inspected the building. * We met with the registered manager to discuss progress and developments at the home since the last inspection. * We inspected relevant documentation held in the home. We were happy with actions taken since the last key inspection. We did not have any concerns regarding the service.
