We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The last key inspection of the service took place on 26th March 2008,the home was then rated as excellent. The registered manager returned a clear and informative AQAA (Annual Quality Assurance Assessment).The self assessment identifies areas of the service that have changed and improved during the past year and areas where the need for improvement or development have been identified. The AQAA tells us that there are currently four people living at the home.There have been no new admissions since the last key inspection.When new service users are admitted their needs are thoroughly assessed first to make sure that they can be met.Information about the home is available to prospective service users that is up to date.All the service users returned surveys and told us they were asked if they wished to move to the home. Service users have personal care plans that that are reviewed six monthly and include assessment of risks.Work has progressed on developing person centred care plans and each person now has a communication passport. Health and personal care needs are recorded on the care plans,the AQAA tells us that keyworkers monitor health care and if needs change support is sought from external health professionals.During the past year some staff have attended health action planning training. There are new medication procedures and each person has a medication administration profile.The AQAA says that the organisation is continuing to restructure its medication training and a plan for the next year is that all staff will have pain management and recognition training. Two health and social care professionals returned surveys,their comments included,I found Cedar lodge to be excellent and very responsive.They obviously care a great deal for their residents,who are complex,and aim to do their best for them and The service has a very good understanding of complex behavioural Annual Service Review Page 4 of 7 needs.Offers good support systems to enable service users to communicate and be understood. The AQAA says that service users are supported to make choices and staff work hard to offer choices in the most appropriate manner for them.Service users are supported to be involved in the running of the house,they help with shopping and domestic tasks and each have weekly activity schedules.The range of activities at home and in the community is varied,it includes trampolining,going to the cinema,bowling,aromatherapy,arts and craft and music. During the past year the home has worked on making meals more healthy and two service users no longer need to see the dietitian as they have reached their target weight. Systems are in place for the management of complaints.Each service user has an up to date copy of the complaints procedure that is available pictorially.The AQAA informs us that the home received one complaint during the past year and resolved it within twenty eight days.There are also procedures in place to ensure that service users are kept safe,the home has safeguarding and whistle blowing procedures,the AQAA says both are annually updated.There have been no safeguarding vulnerable adults investigations relating to the service in the past year. The environment is well maintained.Improvements include the redecoration of two service users bedrooms,the installation of new emergency lighting and the purchase of a new washing machine with a sluice facility.Work has been completed to meet fire regulations and following this house redecoration is progressing. The information in the AQAA and supplied on staff surveys tells us that staff receive training that is relevant to their role and helps them to meet the needs of people they support.Core and specialist training is given.Specialist courses include autism,epilepsy and challenging behaviour.In the past year all staff have received non violent crisis intervention training. The manager and deputy manager have attended training on Deprivation of Liberty Safeguards and the intention is to promote understanding of the process within the service.More staff have now gained an NVQ(National Vocational Qualification) in health and social care care at level two or above and one person has completed level four. Staff who sent in surveys also told us that they felt well supported and they were vetted as part of the recruitment process.The AQAA says that the organisations Human Resources team supports the home with recruitment and during the past year recruitment procedures have been improved. Some comments from staff are,I am very happy with the support I get to develop my skills and support the service users,Nice place to work with a good team and All managers and shift leaders give me a lot of support while I have been training as a support worker. Relatives who returned surveys did not raise any concerns about the care provided and were positive about the home.Some comments were All staff are caring and show a real interest in my (relatives) well being and The staff treat each service user as an individual and with respect. The organisation has systems in place for monitoring the quality of the service,internal inspections and audits take place.The views of service users and other stakeholders are sought via an annual quality assurance survey.The AQAA says that the results of the Annual Service Review Page 5 of 7 most recent survey were very positive overall. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection of the service by 26th March 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using it.
