If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The Chantry is an old detached property that has been listed as having architectural interest. It is close to the centre of Crediton. The home is laid out over two floors and has an annexe known as The Coachouse at No. 47. There is a large garden behind the house. There is some private parking. The home offers accommodation and care for up to sixteen people with learning disabilities. There are lounges, a study/activities room and dining room on the ground floor. None of the bedrooms have en suite facilities, but all have wash hand basins. Since there is no lift between floors, those people with a bedroom on the first floor must have good mobility. Whilst the Home is registered to care for people with physical disabilities, careful assessments would be needed should any further admissions in this category be considered. The Home has its own transport. At the time of the inspection, fees ranged between £518 to £1050. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection which took place on 10th December 2007. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the home, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and detailed and gave us all the information we asked for. In the last year the company who own the home have passed the management of the home to an administration company. No application to register this company has been received or processed by the Commission at the time of this review. This means we have been unable to assure ourselves that the administration company are suitably qualified and experienced to manage the home. There were 11 people living at the home on the day the AQAA was completed. One person has left the home and one new person has moved in during the last year. There were 9 permanent staff employed. 7 of these staff held a nationally recognised qualification known as NVQ to level 2 or higher. They have also used agency staff to ensure there have been adequate staff on duty at all times. Since the last inspection the home has notified both the Commission and Devon Social Services Safeguarding Team about 5 separate incidents/allegations of poor practice or potential abuse. At the time of this Annual Service Review a safeguarding meeting has been called to discuss these incidents and agree the actions necessary to investigate and address them. This evidence indicates that outcomes for people who use the service may have changed since the last inspection of the service. What are we going to do as a result of this annual service review? We are going to change our inspection plan and will do a key inspection by 31st January 2010.
