Charnwood Oaks is a care home for older persons, providing nursing and personal care for up to 84 older people, some of who have mental health needs, dementia and/or physical disabilities. The home was purpose built in 2006 and is owned and managed by Prime Life Limited.The home is situated in the small town of Shepshed, Leicestershire. The home is close to the main road and is easily accessible by private or public transport. Accommodation can be found on two floors that can be accessed by either stairs or passenger lift.Charnwood Oaks is divided into four units. Each unit provides the residents with their own single ensuite bedroom and communal lounge and kitchen facilities are available. What the care home does well We case tracked four people living at Charwood Oaks and looked at their care records. Care plans and risk assessments were in place for all assessed needs, staff spoken with were able to demonstrate a good awareness of peoples individual needs and preferences. Where risk was identified, such as risk of malnutrition or risk of developing pressure sores then staff took appropriate action such as ensuring that people were referred to an appropriate health care professional. Information about peoples food and fluid intakes or positional changes were recorded. Two new activities organizers had recently been employed, people living at Charnwood Oaks were able to go out into the community and a wide range of activities were provided at the home. Routines of daily living were made flexible in order to meet peoples needs and preferences. People living at Charnwood Oaks could choose how to spend their day and had their choice and autonomy promoted. All areas of the home seen were extremely clean and provided a comfortable non institutional environment. People had access to well maintained and attractive outside areas at all times. What the care home could do better: Charwood Oaks is registered to accommodate people who have dementia or mental health needs. Some people living at Charnwood Oaks had complex and high dependency needs. While all care staff had received training regarding dementia and the management of challenging behaviour, some people had extremely complex and at times challenging needs and this impacted on other people living at the home. Some staff did not feel confident in managing the needs of some people living at Charnwood Oaks. Staffing numbers were not always sufficient to meet the needs of people living at Charnwood Oaks. At the time of this inspection staff at times appeared extremely busy and at times rushed. Some people told us they felt there were not always enough staff on duty, especially when staff rang in to say they were unwell at short notice. We looked at medication management for one person. Some people had their medicines administered covertly, this means they were not aware that medication was being given, records showed that one person was mostly compliant with taking their medication if it was administered in a certain way so it is recommended that covert medication agreements should be regularly reviewed to ensure that they are not being used unnecessarily. We identified some issues regarding a lack of continuity and communication between staff, this was evident where some staff were not aware of recent changes made by health-care professionals, we spoke to the providers about this and were told this matter was being addressed and should be alleviated by the recent appointment of a new clinical lead nurse. While the majority of staff spoken with were able to demonstrate a good awareness of safeguarding vulnerable adults reporting procedures, one staff member spoken with was not aware of whistle blowing policies, this is where staff are able to bring any issue of concern to the attention of the providers. We visited the home on the 3rd of September 2010 The main method of inspection used was case tracking which meant selecting four residents and tracking the quality of their care by checking records, discussion with them and with staff and observation of care practices. At the time of this inspection there were safeguarding adults investigations ongoing and the Primary Care Trust and Local Authority had instigated a formal suspension of placements while these concerns were being investigated. This means that nobody new was allowed to move into the home while the suspension was in place. We also used information from the providers Annual Quality Assurance Assessment (AQAA) this provides information about any changes that have taken place at the service since the last key inspection.
