Chelwood Corner is a privately owned large converted manor house and is registered to provide nursing care for twenty-seven service users, who meet the registration category of elderly and service users with a physically disability. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received or asked for since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. Telephone contact was made with the home on the day of the Annual Service Review so as to clarify any changes to the service. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. What has this told us about the service? The AQAA was received and contains clear relevant information that is supported by a wide range of evidence. The AQAA lets us know about changes they have made and where they still need to make improvements. It shows clearly how they are going to do this. The data section of the AQAA was accurately and fully completed. The home have comprehensive written information which is provided to all prospective people who may use the service. Since the last inspection the home have ensured that everyone who uses the service have a copy of the Service Users Guide. Admissions are not made to the home until a full needs assessment has been undertaken and the home have confirmed in writing that they can meet the identified needs. For people who are self-funding and without a care management assessment, a skilled and experienced member of staff always undertakes an assessment. The assessment is conducted professionally and involves the individual and their family or representative where appropriate. This includes offering an invitation to view the home to prospective resident and relatives. Trial visits are available. The home ensure that all the people who use the service have a plan of care for all aspects of daily living and long term outcomes based on the care management assessment and the homes own assessment of needs. The home review each care plan monthly and more frequently if it is required due to changes in general condition of the people who use the service or if the staff have identified any risk. Annual Service Review Page 4 of 7 Each care plan includes comprehensive risk assessments which is also reviewed regularly. The management of risk is positive in addressing safety issues while aiming for improved outcomes for the people who use the service. Where there are limitations the decisions have been made with the agreement of the person or their representative and are accurately recorded. The home are currently providing training on the Mental Capacity Act. The AQAA states that the home has substantially improved its care plan review processes over the last 12 months. The home have introduced dignity champions into the home and intend to commence a new training programme for care staff on privacy and dignity to ensure that all staff are able to respond appropriately and sensitively in all situations involving personal care. Ensuring that personal care is conducted in private and at a time and pace directed by the person receiving the care. The home have also introduced the Department of Health End of Life Care Planning Programme. The home have organised recreational programme throughout the week, and continue to develop the activities with input from the people who use the service. The home invite the family to take part on birthdays and other festive celebrations. The home keeps a full record of complaints and this includes details of the investigation and any actions taken. Unless there are exceptional circumstances the service always responds within the agreed timescale. There has been 2 complaints made in the past year, all fully investigated. There have been no safeguarding alerts raised since the last key inspection. All staff receive training to protect the people who use the service and a robust recruitment process also promotes the safety of the people who use the service. Staff members are trained and competent in health care matters. The home arranges training on health care topics that relate to the health care needs of the people who live in the home. Staffing levels are reviewed regularly against the needs of the people who use the service. The home has a good record of compliance with the receipt, administration, safekeeping and disposal of controlled drugs. The staff adhere to the NMC standards of Administration of Medication and have lockable facilities if there are individuals who wish to and are able to self-administer their medication. The home provides a physical environment that is appropriate to the specific needs of the people who live there. Continued improvements to the environment have been undertaken and there are also plans to provide a room for visiting relatives and visitors. The well-maintained environment provides specialist aids and equipment to meet their needs. There is a continual programme of redecoration in place. Induction training is in line with the Skills for Care requirements. The manager has a clear understanding of the key principles and focus of the service Annual Service Review Page 5 of 7 based on clear values and priorities. The previous report was positive and the requirements have been confirmed in the AQAA as being met. The home continues to let us know about things that have happened since our last key inspection through notifications to us and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? There will be no change to the inspection plan and will do a key inspection by 29 October 2010.
