The maximum number of service users who may be accommodated is 7. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection of this service that was undertaken on 18th November 2008. This included: Surveys we have received from service users (3), relatives/carers of service users (5) and health/social care professionals (4). The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. We received this when we requested it in October 2009 . The AQAA is a selfassessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed complaints. Information we have about how the service has managed safeguarding issues in order to protect and support the people living at Elsie Millin Court. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection undertaken on 11th November 2008 . Plus also relevant information from other organisations. What has this told us about the service? We were informed by the service in January 2009 that there is a new responsible individual for the organisation, this is Claire Mackie. The service sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. The manager of the service completed the AQAA and returned it to us in October 2009. Within the AQAA the service reported to us about how they ensure that the needs and wishes of those who stay at Elsie Millin Court, they informed us; All service users have a Community Care Assessment and new service users can visit and try out the service with tea visits and over night trials. These are arranged at a pace suitable to the service user. We were also informed that home visits can be arranged and all service users are invited to fill in a continuity guide aimed to minimise the differences between home and the service and understand the persons needs and routines.Where possible, initial visits are arranged to coincide with visits from service users familiar to the new service users. we were also informed within the AQAA that all service users receive a letter prior to each admissions (if new to the service) which acts as a contract. Current and potential service users have access to a statement of purpose and service user guides they are able to make informed choices whether the service is suitable or not. Within the section of the AQAA where the provider can inform us what their service does well we were informed; We provide a flexible service, which is tailored around Annual Service Review Page 4 of 7 the individual and their family. The needs and wishes of service users and families are paramount and we strive to meet these e.g. Service users and carers views were sought in regards to the new service and they participated in the tendering process. We have received 12 completed surveys prior to the completion of this Annual Service Review; these were: from service users (3), relatives/carers of service users (5) and from social/health care professionals who support people a the service (4). Comments were very favorable about the service and care provided at Elsie Millin Court. People who use the service told us that they receive the care and support they need, that staff listen to them and act upon what they say. Additional comments from people who use the service included; The staff are always welcoming. Comments received from relatives/carers of those who use the service included: Staff are very friendly and approachable, the respite unit is kept clean and tidy and my relative enjoys their stay, The service looks after my relative well in order that we can feel comfortable to go away and leave them, My relative is a diabetic they look after their diet well and follows their care plan. Within three of the five forms we received relatives/carers said they would like more activities and more planned outings. Feedback within the completed surveys from health/social care professionals included; The service promotes positive interaction between service users, they ensure the safety and security of service users, Staff are very helpful and have a great deal of knowledge of the service users group, they work with professionalism and skill in some difficult situations, The manager is approachable which means that any issues can be quickly resolved, I think they do a brilliant job, The service is very person centred in their approach and very robust in their referral criteria, they respond to emergency requests with skill and flexibility whilst ensuring that they receive the correct assessments to accept the person into the service. During our last key visit to the service on 11th November 2008, no requirements were made by us. We recorded that the service is well managed and is run in the best interests of those who use the service. We reported that; The home try and maintain the activities that people come into the service with. People continue to attend day services, college and social clubs etc. The home try to strike a balance between what parents may say people should do and what people actually want to do. We are aware that there has been one safeguarding issue since our last visit to the service, this was managed by the local authority. The home has demonstrated to us when dealing with the safeguarding issue that they are open and transparent, they work well with other agencies in order to ensure the wellbeing, safety and best interests of the people in their care. We have not received any complaints about this service. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? Annual Service Review Page 5 of 7 We are not going to change our inspection plan, and will do a key inspection as required in line with our inspection methodology. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
