It is privately owned and managed by Mr Yuhya
Annual Service Review Page 2 of 6 Roojee. The home is located on a residential street in Ilford and is close to all community facilities. These include a wide range of shops, pubs, the post office, entertainment centres, parks and library facilities. Endsleigh House consists of ten single bedrooms, four of which are located on the ground floor. Access to the first floor is via two sets of stairs. There are four reception rooms on the ground floor, two of which is used for dining and the others for relaxation and viewing television. There is now an additional room where snooker is played and there are two designated smoking areas to the rear of the building. A rear garden that is domestic in scale is available for the enjoyment of all service users and is easily accessible from the kitchen and smoking area. A group of staff is on hand to provide twenty-four care and support to service users. A statement of purpose is made available to all service users and/or their relatives in the home and each individual is provided with a service user guide. Fees are charged at £800.00 per week and service users are expected to pay for their own toiletries, which are variably priced. Service users also have to make a contribution to their annual holidays where the cost is above £200.00. What did we do for this annual service review? We have considered the information available from the last inspection report, as well as the information provided in the Annual Quality Assurance Assessment (AQAA) document. We also considered the following: Information provided by external sources including placement authorities, information provided in Regulation 37 notifications i.e. information submitted by the home that relates to incidents adversely affecting the well being of service users and information provided through external sources via complaints and/or safeguarding matters. Finally we considered verbal information provided by the registered person upon request by the Commission. What has this told us about the service? From the information gathered, service users are more than likely continuing to receive a good service, at Endsleigh House. At the last inspection of the service in 2008 two requirements were made, one of which related to - reviewing the statement of purpose and the other, in relation to keeping an audit trail of all drugs entering the home. In March 2009 the registered manager, submitted written confirmation that he had begun the process of complying with the requirements that were set. More recently, he verbally confirmed that they were both fully complied with. This is good evidence that the registered person is keen to not only work cooperatively with the Commission, but also, to take positive action to drive up standards in the home. In assessing the information provided in the AQAA, written confirmation was provided to confirm that plans were in place to ensure improvements in all eight of the outcome groups, which is positive. Some of the key actions identified included; building greater links with community resources, improving the diversity of the staffing in relation to gender, continuing to build on- the person centered care approach, keeping policies and procedures under review and providing more training for staff. Two important developments over the last year involves the provision of Mental Capacity Act training for staff, and the move-on of a service user to independent accommodation. The service user concerned has also successfully completed a university course, which is in itself a tremendous achievement by the individual. The staff and management at the home should also take some credit for their efforts in supporting the service user to achieve his career development goal. The registered manager informed that they are providing an outreach service to this individual, to ensure a smooth and successful transition into independent living. They are working jointly with the community mental health team and the placement authority. This development, which has been in pace for just under three months, demonstrates the flexibility of the manager and staff at the home in meeting the extended needs of individuals. Once this undertaking is reviewed - it may well become a development feature of the service provided by the Endsleigh House team. From our records, Regulation 37 notifications have been very minimal which could suggest that residents are generally settled and stable in the home. This could be supported by the fact that there has been no safeguarding issues in the home for a considerable period of time. Concerns and/or complaints have not reached the Annual Service Review Page 4 of 6 Commissions domain and from information provided in the AQAA - none has been made over the last twelve months. None of the four placement authorities have raised concerns about the service and from verbal feedback received - they were happy with the services provided there. The registered manager confirmed that he engages an external consultant to assist in developing specific aspects of the service as and when this is required. From past experiences with the home - this has worked well and so, there is no reason why it should not - in the future. It was observed that review dates of polices and procedures were not provided in the submission of the AQAA. This was raised with the registered manager who indicated that it was an oversight. He in fact confirmed that all his policies has been reviewed and are up to date. This would tested at the next key inspection of the service. In concluding, this review has given a clear indication that service users are continuing to receive a good standard of care at Endsleigh House. What are we going to do as a result of this annual service review? We would carry out a key inspection of the service in the next twelve months, although we could inspect the home at any given time, should there be concerns around the health safety and welfare of the service users living at Endseligh House.
