Enigma Care Ltd. provides accommodation and personal care to people with Autism / Aspergers Syndrome and learning disability and mental health problems associated with those conditions. Currently the home is registered for a maximum of four people. People who use the service are supported for the most part on a one to one basis. Their care is tailored to overcoming the impairments of imagination, communication and social skills. Therapies are used to help achieve this. The home is rurally placed but with easy access to bus and train routes. The home hasAnnual Service Review its own transport in addition. There is a cafe within easy walking distance. The home, called Little Acorns, is a four bed roomed detached bungalow. It has parking to the rear of the property, a large garden and a paddock. To the rear of the building additional rooms were completed in 2008 providing a computer room, a craft room, health/clinical room and an office. There is a large kitchen, which has room for people to eat in if they wish. There is a separate dining room and a large lounge plus a small lounge/conservatory. There is also an indoor swimming pool. All bedrooms have en suite facilities either having a bath or a shower included. People have a key to their bedroom. At the last key inspection the fees ranged from 1,800 to 1,950 pounds per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from staff who work at the home. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQQA) when we asked for it. We got good information from the AQAA. It was very detailed with clear evidence of how the service has improved since the last key inspection. Compared with the homes AQAA submitted in 2008, there are significantly more examples provided of how the service is applying quality assurance methodology to ensure that the service is run to meet the individual needs of the people who live there. The service has let us know that they have considered the communication preferences of people who live at the service and have adapted information in the home, such as complaints information and service users guide into formats that are easy to read. The service reports that it aims in the next 12 months to also make care plans, the statement of purpose, policies and procedures, contracts and risk assessments in formats that meet the communication needs of individuals at the service. The AQAA also told us that people who live at the service are now participating in health and safety training at the home. We sent surveys to people who live at the service and everybody responded. Half of the people were able to complete surveys without assistance and half had someone to help. In the surveys returned by people using the service all responses were positive. People indicated that they made an informed choice to move into the home, that their decisions are respected by staff, who treat them well, that there are opportunities realised to access community events, that the home is a nice place to stay and that they know whom to speak to if they have any concerns. One person wrote, I love this home. We sent 10 staff surveys to the home and received 9 replies. All staff told us that they receive supervision and direction from the manager, also that training opportunities at the home mean that they have the skills and knowledge to meet peoples needs and that there are enough staff on duty to meet these assessed needs. Staff also wrote additional information in surveys, at length in some cases, telling us how happy they are working at the home and how the manager is doing a good job in providing the Annual Service Review Page 4 of 6 service for the people who live there. Since the last inspection 9 out of the 13 permanent staff have achieved an NVQ care qualification at a level 2 or above. We have not received any notifications about the service in the last 12 months, but the AQAA tells us that there have been no new admissions to the service, no changes in personnel working at the home, no deaths nor accidents where anyone visited an Accident and Emergency centre, and no incidents of restraint being used. We have not received any concerns about Enigma Care in the last year. They have told us that they have not received any complaints. We have received a copy of a letter from the Fire Service sent to the home dated the 20th October 2009 expressing concerns that the service is not fully compliant with fire safety measures. In the draft Annual Service Review report we asked the home to demonstrate to us how they would comply with the Fire Services findings of issues of non-compliance. The home has taken the steps we asked of them and has provided us with this information. We wrote in the draft Annual Service Review that it is for the reason of fire safety noncompliance at the time of the draft report that we consider the service to still be providing good quality outcomes rather than indicating an improvement to excellent outcomes at the service. A services rating can change only as a result of a key inspection visit and will not change as a result of an Annual Service Review. What are we going to do as a result of this annual service review? We have no current plans to bring forward the planned date of the next key inspection and will do a key inspection by 24 November 2010 to review our assessment of the home. However, if we receive information that gives us reason to believe the quality of the service has deteriorated we may being forward our planned key inspection.
