What the care home does well Residents are treated with respect and their right to privacy has been upheld. Residents are supported by a team of care staff who are committed, caring and have received training to do the job. They have also received support and supervision to ensure they are competent in their work. Staffing levels have been provided in sufficient numbers to meet the current needs of residents. What the care home could do better: Care plans do not include clear information and directions for staff to follow so they know what action they should take to ensure residents needs have been met. The manager has agreed to ensure appropriate amendments are made next time each care plan is due to be reviewed. The storage of medication, particularly that medication identified as controlled drugs, needs to be improved. The manager has been advised to visit our website in order to find out more information with regard the storage facility required to ensure identified medication has been stored safely. We have received written confirmation after our visit took place that the provider has made improvements to the storage facilities for medication as required. The provider does not routinely record the start date of new staff in recruitment records that are kept in the home. This means it is unclear if all checks and documentation for newly appointed staff that confirms they are fit to work with vulnerable people has been obtained before they start work in the home. Fitzroy Lodge is a detached two-storey property, which provides accommodation in twenty-four single bedrooms two of which have en-suite facilities. A passenger lift provides access to all floors. A dining room and lounge are located on the ground floor. The property is located in a residential area of Worthing close to the seafront and approximately half a mile from the town centre. The registered provider of this service is Mr Ramprakash Beeharry. A new manager has recently been appointed at the time of the inspection. They have yet to register with the Commission. The weekly fees for the home range from £419.00 to £450.00. Care Homes for Older People Page 3 of 8 What we found: Fitzroy Lodge last had a Key Inspection in August 2009. The current quality rating is adequate. We were made aware of two recent allegations of abuse which have been investigated by West Sussex Adult Services. One allegation was found to be substantiated. This involved the specific care requirements of an identified resident. We decided it would be appropriate to carry out a random inspection in order to determine if residents accommodated were safe and well cared for. We reviewed information provided by residents and staff who returned completed surveys to us. We also reviewed information the provider has sent to us in notifications of incidents and events in the home which are required by current legislation. In addition we considered information we have about any other complaints, concerns or allegations of which we we have been made aware. We visited the home on Thursday 10th June 2010. We arrived at 10am and our visit lasted approximately four and half hours. We informed the manager and the provider of our intention to carry out a random inspection and how this would be conducted. We looked at standards which are about the quality of care provided to residents, staffing and management of the care home. This included examining a selection of care records, medication records, staff recruitment and induction records. We spoke to some residents during our visit in order to gain a sense of how it is to live in the care home. We also spoke to a group of staff in order to gain a view of how it is to work there. We also observed care practices and made a brief visit to some of the communal accommodation. The manager, was present during our visit and provided us with additional information when we needed it. Mrs Beeharry joined us approximately half way through our visit. We informed her of our findings at the end of the inspection. We found evidence that Fitzroy Lodge has made improvements to the provision of care to the identified resident in light of the outcome of the investigation carried out by West Sussex Adult Services. We also found evidence that other residents were being well cared for and were safe. A new manager has recently commenced work at the care home. We discussed with them the work that is still required to ensure residents receive the care they require and the risks to vulnerable residents are reduced.
