We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Harewood House is a converted Victorian house within a terrace set out on the hillside above Weston-Super-Mare seafront. The accommodation is set out over three floors with the first floor accommodation offering en-suite facilities; there are bathroom facilities on each of the other floors. The communal areas are on the ground floor; there is a garden for people to use at the front of the house. The home can accommodate people with mild to moderate learning disabilities. The home provides an easy read statement of purpose and also has a service user guide, which provides information about the service. The ethos of the home is to provide person centred support for the people who live there, and to ensure that wherever possible personal life style choices are met. The home can accommodate pets. This is one of two homes owned and run by Valerie Murray the service provider. The fees for the home are negotiated on an individual basis according to need. What did we do for this annual service review? We looked at the information that we have received, or requested, since the last inspection. This included: 1. The annual quality assurance assessment (AQAA) that was sent to Harewood House. This is a self-assessment that focuses on how well the outcomes are being met for the people using the service. It also gave us some numerical information. 2. We have drawn on the findings of the most recent key inspection report of 26/2/08, which stated that Harewood House provides a good standard of care and that residents appear content with their daily living arrangements. 3. We also take into account what the organisation has told us about things that have happened to the service, these are called notifications and are a legal requirement. None of these have been received by the CSCI since the last inspection. 4. Surveys were sent out to people living in the home and received five from people living the home (all except were completed with support from the staff). There have been no complaints or issues regarding adult protection concerning Harewood House since the last key inspection What has this told us about the service? A Key Inspection took place on the 26/02/08, where the home was rated as excellent, 6 NMS were judged to be excellent and two good. There were no requirements and recommendations arising from this inspection. An ASR was then completed on 25/02/09 and after the review of the service, it was concluded that there were no changes and good standards of care are maintained. Surveys from people at the home indicate that they received information about the home before moving in, they can make decisions about what to do each day, they know how to make complaints and staff listen and act upon what it said. Additional comments about the what the home does well include They take us on holidays and evenings out to the pantomime, They listens to me and sorts out problems, Look after us, does my washing and tidies my wardrobe and Do lots of arts and crafts and go out on lots of trips and holidays. Staff take me out for lunch and teach me daily living skills. We were told by the manager through the AQAA about the improvements made in the past twelve months and the intended improvements for home to ensure that people have good outcomes. The Statement of Purpose and Service User Guide was reviewed to update and make the information included more accessible for the people for whom its intended. Case file contain the information needed to meet the individuals needs in a consistent way Annual Service Review Page 3 of 5 which the person can access and can be reassured that their information included is confidential. Independent living has improved and people have become more skilled with their daily living needs. People have Health Action Plans and aids and equipment is provided as the needs of the individual change. There were no complaints and the manager has responded to suggestions from people to provide more privacy by separating private space into all male and all female bedroom floors. However, the AQAA does not tell us the advice sought to ensure the dormitory style accommodations is suitable for adults that live in a group setting. In terms of the environment the manager told us that the maintenance of the property continues to ensure people live in a homely environment. Staff training that ensures the changing needs of the people at the home are met is provided and includes statutory and specific training. Vocational qualifications of NVQ 2 and upwards is encouraged. We were told about that the emphasis has been on staff training programmes and supporting people to become more independent. After looking at the self assessment provided by the manager we have concluded that the manager is aware of what needs to improve. However, we are concerned about the terminology used within the AQAA and the arrangements for private space. The terminology and the student type accommodation indicate that people may be viewed younger than they are. When we contacted the manager and discussed our concerns, the manager told us that the terminology included was used to convey the words used by the people at the home. The manager must consider the way people at the home are supported to use age appropriate language. What are we going to do as a result of this annual service review? We are not going to change our inspection plan.
