The registered proprietors are Mrs Margaret Peacock and her son, Mr George Peacock. Mrs Peacock is the main carer and Mr Peacock deals with administration. Mrs Peacocks husband also lives in the home. Jasmine House is situated on the edge of Witney in an attractive residential area and admits up to three male and female residents aged from 65 years. The residents share two lounges, a dining room and a conservatory with the family. There is one bedroom
Annual Service Review Page 2 of 6 1 8 0 2 2 0 0 9 on the ground floor with en-suite facilities consisting of toilet, washbasin and shower for a resident. On the first floor there are two further bedrooms for residents and two for family members. A bathroom with a washbasin, toilet and domestic bath is also situated on the first floor shared by the family and residents. The home does not have a lift and this means that residents must be able to climb the stairs unaided to be able to live in the home. What did we do for this annual service review? We looked at all the information that we have received, or asked for, from the home since the last key inspection. This included: The annual quality assurance assessment (AQAA) which was sent to us by the service has been included. The AQAA is a self-assessment tool that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. It also provides information we have about how the service has managed any complaints and what the service has told us about things that have happened within the service, these are called notifications and are a legal requirement. The previous key inspection has been taken into account and the results of any other visits that we have made to the service in the last 12 months are included in the report. We have included relevant information from other organisations where this is available. Care costs can be obtained from the home direct. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. People using the home have told us in the past that they are happy with the service provided. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. The home has produced a Service User Guide which sets out what the home can and cannot provide. This guide contains a Service User View of the home which captures the service users view of the home. The home undertakes a comprehensive assessment of need and compiles an individual needs based care plan prior to an offer of placement. The placement is reviewed at the end of the first month to check suitability on both sides. Care plans and risk assessments are updated on a monthly basis unless there is a changing need prior to this time. Care plans contain information on health and medication and all visits to outside professionals are recorded. A daily record of activity is also held on file. The home encourages a healthy lifestyle and provides a well balanced diet. The home monitors residents weight on a regular basis. The home assists and encourages its residents to remain clean and well clothed. The home provides laundry facilities and takes responsibility for ensuring bedding is clean and changed regularly. The home makes itself aware of the wishes and needs of its residents in the event of long term illness or death and these would be carried out accordingly. Residents are given the opportunity and are encouraged to take part in a variety of activities both within and external to the home. The homes residents have chosen to follow a religious belief and receive Holy Communion monthly. The home does not have involvement in the financial affairs of its residents other than day to day Annual Service Review Page 4 of 6 purchases. The home has policies and procedures to enable formal comment to be made of the service. Residents are made aware of how to complain. The home has only two residents which means dissatisfaction is picked up quickly and dealt with in an informal manner. The home has policies on adult protection and staff are trained in how to identify and deal with potential abuse and safeguarding. The home offers care for up to three residents in a small homely environment. The home has ample communal space for residents to have time alone or with friends. The home is well equipped with good quality furnishings and fittings. The home is clean and warm. The home is not wheelchair accessible and is therefore not suitable for those who have mobility problems which require the use of a wheelchair. The home has maintained the same staff group for over twenty years. Staff attend regular training supplied by Oxfordshire County Council learning and development department. The home has two live in managers who provide care to a maximum of three service users. The home has a range of policies and procedures to ensure that is run in a consistent professional manner. Based on the above information we will maintain the homes rating as Good. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by December 2010.
