We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Keele House is a detached three-storey building with two shaft lifts, providing access to all floors. There are 27 single bedrooms and 2 doubles, the majority with ensuite toilet facilities. Bedrooms are provided with call bells and most have television points. There are 2 main lounges, a dining room and an additional visitors room in the basement. There is an enclosed garden with patio and seating area for residents use, weather permitting. The home is located within easy reach of local shops and all public amenities. Parking is on street in the adjacent road. Annual Service Review Page 2 of 6 2 3 0 1 2 0 0 9 The home provides care to suit peoples individual needs and is careful not to admit people with high needs that it is not equipped to meet. The home currently has a local authority contract to provide respite care for up to 4 people at any one time. Information provided by the manager in January 2009 indicates that the fees for the home range from £320.00 per week to £424.00 per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last Key Inspection. This included: The Annual Quality Assurance Assessment (the Assessment) that was sent to us by the Registered Provider. This is a self assessment that focuses on how well outcomes are being met for people using the Service. It also gives us some numerical information about the Service. Information that we have about how things are going in the Service. What the Registered Provider has told us about things that have happened in the Service. These are called notifications and are a legal requirement. The previous Key Inspection. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. This was clear and comprehensive, giving us all the information requested. Our last inspection of the 23rd January 2009 indicated that they were ensuring excellent outcomes for the people living in the home. The last report and AQAA shows that they place a high value on promoting peoples emotional well being and providing them with good health care. The AQAA shows good insight into equality and diversity issues. It indicates that they enable people to meet their religious needs and they do not tolerate any form of discrimination. They have trained the staff in person centred care planning, which has enabled staff to evaluate the person as a whole and consider all aspects of them when looking into how best the care can be provided. The AQAA indicates that they continue to seek peoples views and make changes as a result of listening to them. They have told us that they have modified and expanded all three toilets on the ground floor. They have provided some people with quilts for their beds in preference to blankets. They also say that they will be replacing televisions in communal areas with flat screen ones, as some people could not see the existing one properly. They have continued to make changes to the environment to keep it pleasant for people living there. They have continued with their ongoing redecoration programme and have redecorated several areas. They have bought new bedroom furniture for some rooms and new furniture for one lounge. They have replaced carpets in several bedrooms and provided new curtains for some rooms. All of this keeps the home comfortable and homely for people. Annual Service Review Page 4 of 6 Our last inspection indicated that they had a proactive infection control policy and comprehensive infection control guidelines were being followed. The AQAA indicates that this is an area they have continued to develop. All staff have received training on infection control. They have continued with their staff training programme and the AQAA indicates that all care staff are trained to National Vocational Qualification (NVQ) level 2 or above. As well as this staff have been enabled to attend a range of short courses to develop their knowledge and skills. They have told us that they have improved their recruitment procedures and staff files. They have reduced their staff turnover making for more consistency of the staff team. They have future plans for improvement that include enlarging one room and continuing to redecorate and buy new furniture. Both our last report and the AQAA indicate that they have a robust complaints procedure and any complaints are taken seriously and acted upon as soon as they are received. The AQAA indicates they have received two complaints since our last inspection, which have been resolved within a timely manner. They have continued to let us know about things that have happened since our last inspection. There has not been anything out of the ordinary that has caused us to be concerned. Even though they were rated as excellent at our last inspection, the management recognise that improvement and development is a continual cycle. There is evidence in the AQAA that they are continuing to look at ways of improving what they do to make sure that people living in the home continue to benefit from the service that they provide. Our overall judgement is that the home continues to provide an excellent quality of care for the people who have made Keele House their home. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and we are going to complete a Key Inspection by January 2012. However, we can inspect the home at any time, if we have concerns about the quality of the service they provide or about the safety of the people living there.
