Laura House is a care home registered to provide care for sixteen people with a learning disability who may also have a physical disability. It is situated close to the centre of Totnes, which is reached via steep roads. Laura House is a detached, modern, purpose- built building, divided into four separate `flats` or "houses". Houses one and two accommodate people with higher levels of needs and/or a physical disability. These are on one floor, with a full passenger lift to access other areas. House Three is a semi-independent unit for four people with accommodation on two floors, and its own external entrance. There is also a one bedroomed flat on the lower ground floor. Each "house" has it`s own lounge, dining room, kitchen, single bedrooms and adapted bathing facilities. Outside there are two enclosed lower ground floor patio areas at the rear, accessed from houses two and three. The premises are built on a sloping site and access to the grassed area below the patios is via a steep ramp. There is limited parking at the front of the buildingAnnual Service Review

We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included The annual quality assurance assessment that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by one person who uses the service and two members of staff. Information we have about how the service has managed any allegations complaints and concerns. What the service has told us about things that have happened in the service, these are called Notifications and are a legal requirement. The report of the most recent key inspection, this inspection included a visit to the home which was carried out on 13th January 2009. What has this told us about the service? The registered manager, Therese Timberlake, completed and returned the Annual Quality Assurance Assessment. We got good information from the AQAA, which was very detailed and provided clear evidence about how the service is seeking to improve the quality of life of the people who live at Laura House. In particular the service is working to improve the staff and residents communication skills and improving accessibility within the home for people who use wheelchairs. The AQAA told us that work is also being done to enable the people who live at Laura House to be represented on the management committee and to raise the awareness of services and facilities within the community of the need to consider making changes that would provide better wheelchair access. We received one completed survey from a person who lives at Laura House. This told us that the service provided was good, but that more social, occupational and recreational activities could be arranged in the evenings. The surveys that we received from the staff told us that the induction and on going training for new staff is good, but that the provision of training for established staff could be better. Issues were also raised about the need to provide more management support for the staff and more recognition for work that they have done well. The AQAA tells us that the home has dealt with two complaints in the past twelve months. Both were resolved within twenty eight days. The AQAA also tells us that two safeguarding referrals to the local authority Safeguarding Team and that both have been investigated. The home has sent us two notifications in the past year. One to notify us of the death of a resident, the other to share their concerns about a residents relationship with someone outside the home. The later was also passed onto and investigated by the Annual Service Review Page 4 of 6 Safeguarding Adults Team. The last key inspection was carried out on 13th January 2009. Only one requirement was made, which concerned the administration of medicines, and the AQAA tells us that this has been dealt with. The outcomes for sections on Choice of Home, Lifestyles and the Environment were all assessed as excellent and the overall outcome was that the service was providing Good quality outcomes for the people who use the service. What are we going to do as a result of this annual service review? We think the quality of care at Laura House might have improved since the last key inspection. We are not going to change our inspection plan, and will do a key inspection by 13th January 2012. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
