Annual Service Review 12008Laurel Bank is a spacious, detached residence, which stands in two acres of ground, on the eastern edge of the New Forest. The home is situated one mile from the centre of the town of Totton, and is easily accessible from junction 2 of the M27. Laurel Bank is a family run business providing care and nursing care for up to 57 residents, over the age of sixty-five, who may also have dementia or a mental disorder. The owners of the home were in the process of confirming the management arrangements as the registered manager is no longer involved in the role. All bedrooms are single apart from 3 double bedrooms. All bedrooms are en suite. There are five lounges, which includes a conservatory. Accommodation is arranged on two floors, with a passenger lift providing easy access between floors.Annual Service Review

Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included the annual quality assurance assessment, AQAA, that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us the AQAA when we requested and it contained the information we requested. Surveys were sent to residents, staff and health care professionals asking for their views of the service. These were returned by 4 residents, 4 staff and 3 health care professionals. 3 of the residents who returned a survey were given help by staff to complete it. Instructions were given to the homes manager for completing forms with the help of a relative or advocate, which would have given a more objective viewpoint. Residents say that they received enough information about the home before moving in, which helped them decide if it is the right place for them. It was confirmed in surveys that residents consider that they receive the personal support and medical care they need. Staff are said to be available when needed. The 3 health care professionals also said that residents health and social care needs are monitored, reviewed and met, and, that the care service seeks and acts on appropriate advice about care needs. One professional said, Good standard of holistic care. High standard of care with respiratory and cardiac patients. 2 health care professionals said that the staff and managers have the right skills and experience to meet social and health care needs. The remaining professional said he/she is unable to answer the question. 3 of the 4 staff who returned a survey report that they receive relevant training in health care , medication and meeting peoples needs. The 4th person said this training is not provided. Staff report that there are usually enough staff on duty to meet residents needs. Health care professionals say that the home promotes the dignity and privacy of residents. Residents say that staff listen and act on what they say, and, that, there is someone they can speak to on an informal basis if they are not happy. One person said he/she does not how the complaints procedure works. Annual Service Review Page 4 of 6 Since the last inspection there have been several management changes at the service. These were not always communicated to the Commission. At the time of completing this report the service had been requested to notify the Commission of the latest management changes. The registered manager has not worked at the home for over 12 months. Since the last key inspection a number of concerns have been raised by a relative, as well as from the local social services department. Social services have held a number of safeguarding meetings due to concerns about the homes ability to adequately assess risks to individual residents and to plan for dealing with these identified risks. Social services decided for a period of time in the last 12 months not to place any more people at the home due to these concerns. This has now ended and social services consider that people can now be placed at the home. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 03/11/2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
