What the care home does well The home had a key inspection in January 2010 and the home was rated as 2 stars which means that there were good outcomes for the people who live there. What the care home could do better: We did not review the requirements and recommendations that were made at the key inspection. We have made one new requirement and one recommendation as a result of this inspection. The financial policies at the home must followed. Receipts must be kept for withdrawals and any purchases that individuals make. This is so that there is a clear audit trail and people`s finances are safely managed. We recommend that the registered providers update their knowledge and consider attending training in Adult Safeguarding and the Mental Capacity Act so that they understand current legislation and practices. The home is staffed 24 hours a day including a sleep-in duty at night. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: We visited the home unannounced on 3rd August 2010 at 10.30 am. We undertook this inspection following contact from the registered providers to inform us of changes in the manager and their re involvement in the direct operation of the home. For the last eighteen months the registered providers had devolved the responsibilities of the operation of the service to two nominated relatives. We spoke with the the two registered providers and the new manager. Since the key inspection a new manager has been appointed. They started the day before the inspection. The manager is experienced at managing an older persons home but does not have experience of working with people with learning disabilities. The manager and providers acknowledged that this is an area of development and gave a commitment to ensuring that they will support the manager in developing their skills and knowledge in this area. We looked at the recruitment records for the new manager as they are the only person recruited since the key inspection. The records showed that they had been recruited safely. The registered providers told us that they have re carpeted and redecorated two bedrooms following a flood at the home and plan to re carpet the rest if the home. The work on making the garden steps safe has not yet been started. This is the only way for people to access the laundry. The providers told us that a builder has been appointed and they agreed to send us the plans and timescales of works. Since the key inspection new industrial washing machines have been installed. There is still a domestic washing machine so that people can do their washing independently. We discussed with the registered providers their role in the day to day management of the home. Mr Elborn told us that they are at the home most days but that he is not involved in providing any personal care or support to people at the home and that he does not have any direct involvement in the management of peoples finances. Following the successful induction of the new manager the providers plan to step back form direct day to day involvement in the home. The registered providers are undertaking Regulation 26 reports as required by the regulations. We reviewed whether the financial auditing systems that were in place at the key inspection had been maintained. We looked at the records for three people. The monthly auditing of accounts has not been maintained and the receipts for transactions have not been collated with the personal monies records. The providers showed us that they had receipts but they were not yet attached to individuals records. We discussed that standing orders had been set up and signed by two of the people at the home. These were set up for their weekly contributions and to reduce the amount of cash that they were needing to with draw from the bank. However, there was no evidence of any multi disciplinary best interest assessment completed. A best interests Care Homes for Adults (18-65 years) Page 4 of 8 assessments should have been undertaken because it is not clear whether these individuals have the understanding or have had their capacity assessed in relation to this financial agreement.
