The home is situated about a mile from Banbury town centre. It is set in its own grounds and is close to several local shops and amenities. It has four semi-contained care units that comprise bedrooms, lounge/dining rooms and bath and shower facilities. Each lounge/dining room has a kitchenette for the preparation of drinks and snacks. There is a spacious Club Room that provides an area for activities and entertainment for residents. There are 38 single bedrooms and 3 double rooms. Local psychiatric services are available for guidance on treatment of residents and support for staff. There are plans to rebuild the home in order to bring the building up to current spatial requirements - 22 of the current bedrooms are under 10.0 square metres in size and so are below the size needed for residents who need more assistance. A site has been identified close to the existing home, which will provide the future home. It is hoped that this move will be accomplished in approximately two years. Current fees for the home range from £505.00 to £700.00 per week. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review:
What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being attained for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened to the service users. We generally refer to these as notifications and it is a statutory requirement for the registered persons to inform the Commission within 24 hours of their occurrence. Monthly reports the provider of more than one home is statutorily obliged to make and, if required, to submit to the Commission. The previous key inspection and the results of any other visits that we have made to the service in the last twelve months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and comprehensive and gave us the information we asked for. Our judgement is that the home continues to provide a good service for the people who live there. There were no requirements or recommendations made following the previous inspection, the inspection report was positive and outcomes for service users were found to be good. The report concluded that: The healthcare needs of service users are fully met. Service users confirmed that routines in the home are very flexible, such as being able to choose how to spend their day, when to go to bed and when to get up in the morning. There is a wide range of activities provided for service users by an enthusiastic activities organiser, who is supported by volunteers undertaking social care courses at a local college. Service user expressed their satisfaction with the choice of the food provided and several service users commented about being able to have a cooked breakfast. The home is clean, pleasant and free from unpleasant smells. The houskeeping staff work hard and take pride in maintaining high standards of cleaning in the home. Staff recruitment procedures are robust and staff are well trained and confident in their roles. Annual Service Review Page 4 of 7 Service users and staff benefit from a well managed care home. The AQAA indicated a range of areas where improvements have been made during the last year: Many of the homes policies and procedures have been reviewed and updated and a new service users handbook has recently been implemented. The number of staff undertaking NVQ training, level 2 & 3, has increased and the programme has been extended to include catering and housekeeping staff. Increased training has also been provided relating to safeguarding vulnerable adults, the Mental Capacity Act and Deprivation of Liberty. During the last year, all staff have received Death, dying and bereavement and Palliative Care training and reflective meetings have been introduced. A new and varied programme of social activities has been developed and implemented. Redecoration is ongoing throughout the home. Many of the bedrooms have been repainted and carpets replaced. A new chef has been appointed and, through consultation with service users, menus have been reviewed and improved. The health, safety and welfare of service users is ensured through the homes robust systems for dealing with any concerns or complaints as they arise and the procedures and guidelines that are in place to protect individuals from potential, harm, neglect and abuse. Complaints are well managed and service users, staff and visitors have confidence that they are listened to. Policies and procedures are in place to protect service users from financial abuse and all financial transactions are recorded. Robust policies and procedures in place relating to staff recruitment, annual leave and sickness absence Ongoing training is provided for all staff to ensure that they have the necessary skills and competencies to effectively meet the assessed needs of the service users. Staff are clearly valued and well supported. They receive regular supervision, during which any training needs are identified and acted upon. There is evidence from the AQAA that the service continues to meet the service users ongoing support needs and the dedicated manager and staff remain committed to providing good quality care and maintaining positive outcomes for the people who live at Lincoln House. What are we going to do as a result of this annual service review? Annual Service Review Page 5 of 7 We are not going to change our inspection plan, and will do a key inspection by 27 October 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. Annual Service Review Page 6 of 7 Reader Information
