5Longhouse is a respite service for adults with a learning disability and associated needs. The home is owned and managed by Gloucestershire County Council Community and Adult Care Directorate. A new build has been erected in the grounds of the former respite unit and will be registered to accommodate 6 people. The accommodation is spacious, providing ample communal living areas, including two lounges and dining room. People will have spacious rooms with en suite facilities. Overhead tracking is provided in all rooms and bathrooms. People will have access to an area of level garden. The current scale of charges have a variable range, which is dependent on individual assessment. What the care home does well The previous inspection noted that the staff have a strong focus on encouraging and supporting people to make choices and decisions that help them remain in control of their lives. Good record keeping supports effective communication and ensures staff are aware of peoples` needs and wishes for their stay at the service. Assessments and care plans are comprehensive. The service also completes a pre visit phone call to carers to clarify and ensure information is up to date. We have no reason to believe this has changed. What the care home could do better: The registered manager agreed that the following actions had been identified for implementation and would be in place by the time the home was open: - Paper towel dispensers and liquid soap would be in place in all communal hand washing areas - the COSSH cupboard in the laundry would provide secure facilities for the storage of hazardous products - fire extinguishers and fire blankets would be in place in line with the fire strategy - the medication cupboard will be situated in the main office - bedrooms to be supplied with mini safes or suitable lockable facilities - consider making access to the front gate accessible to people using wheelchairs - evidence must be provided that a Building Regulations certificate has been provided - evidence must be provided that the Fire Service have confirmed they are satisfied with fire systems in the home. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This inspection was completed in November 2009 and included a site visit to the home on 16th November by one inspector. The purpose of this visit was to inspect a newly erected respite unit in the grounds of the existing respite home which is registered with us (the Care Quality Commission CQC) for 5 people. The new respite unit will provide accomodation for 6 people with a learning disability and associated needs. The Statement of Purpose had been amended to reflect the new environmental standards and the increase in the number of people being able to access the service. We had confirmation that planning permission for the home had received approval from Stroud District Council on 29/10/2008 and the registered manager said that the fire strategy for the home had been examined by the local fire service and met with their approval. We walked around the new build with the registered manager and site manager. Plans for the new build indicated that communal rooms were between 12 sq metres and 18 sq metres in measurement and individual rooms were all 15 sq metres. Hallways were spacious and bump rails had been fitted to walls to protect them from wear and tear. Great thought had been given to the overall ambience of the home which was decorated in neutral colours, with flush lighting and access to lots of natural light. There were two lounges one leading to a patio area and also a dining room. A hatch from the dining room to the kitchen was fitted with an automatic closure in case of fire. The kitchen was fully fitted and a hand wash basin had been provided. A large laundry would provide washing machines with sluicing facilities and a COSHH cupboard. This also had a hand wash basin. The registered manager confirmed paper towel dispensers and liquid soap would be put in place before the home opened. On the ground floor there will be several offices for staff of the respite home, the manager and staff of a Domiciliary Care Agency which is also managed by the registered manager. This had been previously agreed with our Registration Team. Security arrangements for the ground floor included CCTV of the external grounds and a keypad on the front entrance. There are three individual rooms each with en suite facilities on the ground floor. Overhead tracking is provided in all rooms and en suites. Each en suite had an adapted seat in the shower. Additional handrails were also in place. A portable hoist would also be accessible. On the ground floor there is an assisted bath with additional jacuzzi facility. A changing table will be provided in this room. The registered manager confirmed that the medication cupboard would be installed in the main office. All windows in the home had window restrictors and where appropriate frosted glass had been installed. A call system was in place throughout. Underfloor central heating had been installed. All doors were fitted with integral emergency closures in case of fire. Rooms to bedrooms had locks and the registered manager confirmed people would have access to keys for these. Fire alarms, smoke detectors and a sprinkling system had been installed throughout the building. A lift was in place although this was waiting to be commissioned. Stairs to the first floor had hand rails on both sides. On the first floor there were another three bedrooms all with en suite facilities and specialist adaptations. The registered manager said that all individual bedrooms would be supplied with mini safes. There is an assisted bath on this floor again with overhead tracking. The staff sleeping in room/office is also situated on the first floor. Consideration had been given to providing ample storage areas around the home including a cleaning cupboard with sluice facilities on the ground floor. The grounds around the home will provide areas of lawn and a patio accessible to people using wheelchairs. Areas to the rear are secure. Fire exits will be accessible to people. Parking will be available to the front of the building. A day centre has been built adjoining the home. This has its own access.
