The home is owned and managed by Mr Peter Mallinson. The home is located in Hove, with good access to local transport and amenities. Loxwood House is a large detached property set out over three floors. There are eight single bedrooms and two shared bedrooms and a range of communal space. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included The annual quality assurance assessment ,AQAA, that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being attained for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened to the service users. We generally refer to these as notifications and it is a statutory requirement for the registered persons to inform the commission within 24 hours of their occurrence. Monthly reports the provider of more than one home is statutorily obliged to make and, if required, to submit to the Commission. The registered provider can undertake these, but more likely this is fulfilled by an appointed person with no connection to the home. We refer to these as providers reports. The previous key inspection and the results of any other visits that we have made to the service in the last twelve months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment, AQAA, when we asked for it. It was clear and comprehensive and gave us the information we asked for. Our judgement is that the home is still providing a good service for the people who live there. There were two requirements made following the previous inspection, the inspection report was generally positive and outcomes for service users were found to be good. The report concluded that: Loxwood House is an established home which provides long term residential care to a group of people, many of whom have lived together for many years. The stability of the resident group, staff team and owner manager arrangements are major factors in the creation of this family style home. The comfortable, relaxed and welcoming environment has evolved over several years and reflects the commitment within the staff team and the open and inclusive management style. Service users individual needs and choices are assessed and reviewed on a regular basis and are detailed within comprehensive plans of care. Staff support each individual well to undertake a range of activities in order to promote their independence. The health, safety and welfare of service users is ensured through the homes robust systems for dealing with any concerns or complaints as they arise and the procedures and guidelines that are in place to protect individuals from potential, harm, neglect and abuse. Annual Service Review Page 3 of 6 Service users are supported by a dedicated staff team who continue to work hard to meet their assessed needs. The staff team are supported to provide a high standard of care to meet the needs of service users through regular staff training, supervision and staff meetings. The AQAA indicated a range of areas where improvements have been made during the last year: Person Centre Planning has been developed and implemented, including the use of Movie Pics as a way of ensuring that residents are heard and involved in the process. Following a requirement of the last inspection, residents are being increasingly supported to identify individual goals that enable them to develop skills and achieve maximum independence and control over their lives. This has evidently been a focus in the recent review of residents person centred plans. Social and recreational opportunities for residents have been reviewed and improved over recent months. More outings and shopping trips have been arranged, holidays have been organised and various clubs have been established, including gardening and cookery. The home has evidently been particularly successful in supporting two residents in particular with their health care needs, through accessing various health care professionals and using a multi disciplinary team approach. Following risk assessments, grab rails and radiator guards have been fitted throughout the home, as required. Water temperature regulators have also been installed. Regular care reviews are held for each service user with more frequent reviews undertaken as necessary to reflect changing support needs or circumstances. Complaints are well managed and service users, staff and visitors have confidence that they are listened to. Policies and procedures are in place to protect service users from financial abuse and all financial transactions are recorded. Independence and individuality continue to be promoted within the home. Service users are encouraged to personalise their rooms and are involved in decision making regarding many aspects of their lives. Robust policies and procedures in place relating to staff recruitment, annual leave and sickness absence Ongoing training is provided for all staff to ensure that they have the necessary skills and competencies to effectively meet the assessed needs of the service users. Staff are regularly supervised and training needs identified and acted upon. There is evidence from the AQAA that the service continues to meet the service users ongoing support needs and the dedicated manager and staff remain committed to
Annual Service Review Page 4 of 6 providing good quality care and maintaining positive outcomes for the people who live at Loxwood House. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 29 September 2010.
