The home is close to the town centre; there are local shops within walking distance of the home and all other amenities to promote integration into the surrounding community. The home is a domestic style house in a residential area of Cinderford in the Forest of Dean. The house consists of four levels, all the rooms exceed the National Minimum Standard required for living space, and the rooms are comfortably decorated and maintained. Milestones is owned and operated by Stepping Stones resettlement and have a number of homes within its unit, for adults with learning difficulties and provide accommodation within the area of Gloucestershire. This unannounced inspection visit was undertaken on 22nd May 2010 and lasted for three hours. The Inspector met with the member of staff on duty and two of the people living in the home. The acting manager was not available at the time of this visit. Records relating to care planning, health and safety and medication administration were examined and an inspection of the environment was also carried out. The medication storage and administration was checked and found to be in order. One person is supported to administer their own medication. The home has a new acting manager in post but they were not present at the time of this inspection. It was later confirmed that they will be submitting an application to be registered. The home appeared to be well organized and there was evidence that plans were being implemented to improve the quality of care ad support being delivered. The home has had four regulation 26 visits in 2010, and these have produced detailed reports and comments for the manager to follow up. The service has reviewed its Statement of Purpose and Service User Guide. There have been no admissions since the last inspection and there is currently one vacancy. The home has a part time allocated activities coordinator and two people spoken to on the day of the inspection commented they were satisfied with their routines and vocational activities. People are supported to go out independently and one person was leaving to undertake a bus and train journey to visit their relatives on the morning of the visit. The daily recording showed that independence and choice is encouraged and supported and there are up to date risk assessments in place for traveling into the community. Two people have enjoyed a holiday abroad this year. Care plans were not looked at in detail but they were up to date with evidence of goals and objectives being reviewed. Both service users appeared relaxed and comfortable in their home and were positive about the staff. There were records of meetings for the service users to discuss issues with the acting manager and staff team. Staff have completed training in safeguarding and one person commented when asked that he felt safe in the home and was able to report or discuss any concerns that he had. The home was clean and hygienic throughout and some parts have been redecorated. There are plans to replace the bathroom. The home has a lone working policy in place and staff confirmed that the on call system in place was effective. Some new staff have commenced working in the home but they have been recruited from within the organization and were already known to the service users. It was not possible to see supervision records at this visit but a timetable was seen which had details of all the planned meetings.
