What the care home does well The home understands well equality and diversity issues. All of the comments received on surveys were extremely complementary on the care offered in the home and the attitude of staff to people with different needs such as communication and mobility. One commented, "It meets the needs of staff and residents without prejudice. Activities have a high profile in the home and staff approach these with great enthusiasm, there were many photographs on display of events. All expressed great satisfaction with the food. Residents and relatives commented that it is a "real" home. The home regularly seeks the views of residents and relatives and then incorporates these in to the daily life of the home. There is evidence of strong leadership and management. What has improved since the last inspection? The requirements of the last inspection have been met. New more comprehensive care plans are being put in place. There is an up to date Statement of Purpose and Service User Guide in place. Residents are consulted about choices in daily life. There is an up to date staff training and induction programme. Conditions of registration: 1. 2. Five service users age sixty years and over may be accommodated. Service Users are in the category old age however one named person in the home age 62 years - 65 years, may be accommodated. 27th June 2006 Date of last inspection Brief Description of the Service: The property is a detached three-storey building situated in a residential road on the outskirts of Worthing, a West Sussex seaside town with shops, train stations and other amenities. Accommodation is provided in twenty-two single and one double room. However the double room is used for single occupancy unless there is a specific request for it as a double. The rooms are arranged on ground and first floors only and thirteen have en-suite facilities. There is a passenger lift. Communal rooms including a large conservatory are on the ground floor. The home has pleasant gardens with a decking area to the rear of the home, all of which are accessible to residents. This is an overview of what the inspector found during the inspection. This site visit as part of the inspection process took place on the morning and afternoon of 28th January Prior to the visit all documents on file at the Commission for Social care Inspection (we) were examined. We were in receipt of 12 surveys from residents, 8 from relatives, carers and advocates and 5 from other professionals and care managers. All of the comments were positive. The registered manager facilitated the inspection. The commission was in receipt of an Annual Quality Assurance Assessment (AQAA) and any documents required on the day were made available. 22 residents were accommodated on the day of inspection. Three residents were case tracked, their care plans and medicine administration charts were inspected and they were also spoken to. They expressed satisfaction with all aspects of the home saying that staff were very caring and that the choice of food was good. All residents spoken to throughout the day stated great satisfaction in the care they receive, that they are always treated in a respectful manner and that they enjoyed the activities provided. One relative was spoken to on the day and she expressed great satisfaction with the home. Staff were said to be very approachable and any concerns were quickly dealt with. A general Practitioner spoken to on the day expressed great satisfaction with the care offered in the home. Another GP who completed a comment card stated “All of the staff know about all of the residents and the staff ‘go the extra mile’ to accommodate residents needs” Staff were observed offering care in a respectful and encouraging manner. The atmosphere in the home was very relaxed and sociable. This report is compiled using information described above. The majority of the standards were met today mostly judged as good but risk assessment needs to be in place with regard to uncovered radiators. The quality rating for this service is 2 stars. Each service user has a written contract/ statement of terms and conditions with the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Residents are fully assessed prior to admission; evidence of this was seen in the care plans and was confirmed by residents. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7-10 People who use this service experience good outcomes in this area because assessed needs are met and medication is handled appropriately. This judgement has been made using available evidence including a visit to this service. EVIDENCE: All residents had a plan of care; The Registered Manager is putting in place new more comprehensive and user-friendly plans. The residents are involved in the development and maintenance of their care plans as are their relatives/representative where appropriate. Three residents were case tracked. The care plans inspected contained information on health, personal and social need. The care plans were drawn up following an assessment of their needs including continence, mobility,

Risk assessments were in place for mobility, self-medication and smoking. The residents are involved in the development and maintenance of their care plans as are their relatives/representative where appropriate. Access to specialist health support is available as required including general practitioner, community nurses, and continence advisor, chiropodists, opticians, dentists and outpatient appointments. There is a domiciliary dentist and chiropodist service to the home. Residents are helped with personal care as appropriate. Staff training is in place to ensure staff are competent in managing this service user group. . A general Practitioner spoken to on the day expressed great satisfaction with the care offered in the home. Another GP who completed a comment card stated “All of the staff know about all of the residents and the staff ‘go the extra mile’ to accommodate residents needs” Medicines are stored, administered, recorded and disposed of appropriately. Medicine administration charts inspected were up to date. Only staff trained to do so administer medicines. They are working through a Managed Care Training Programme, which enables workers to safely administer medicines in a care home, which is accredited. Staff were observed offering care in a respectful and encouraging manner and residents spoken to stated that they are treated with respect. Staff knocked before entering rooms and asked the residents what care they needed. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12-15 People who use this service experience excellent outcomes in this area because there is a comprehensive activities programme and a nutritious menu in place. People are treated with respect. This judgement has been made using available evidence including a visit to this service. EVIDENCE: Residents have choice in daily life such as when to get up and where to take meals and if they wish to take part in activities. Residents can maintain links with friends and the local church. There is a comprehensive entertainment programme which staff are enthusiastic about. All residents spoken to and all comments in surveys expressed great satisfaction with the entertainment. “ My mum has had the chance to play the piano again”, “I like the parties and evening get-togethers”, “and I like the dancing”. One commented,” I choose not to join in activities but I am always asked”. Photographs of the varied activities are on display and

Staff dressed as waitresses for a regent themed birthday party –Tea at the Ritz. There are also theatre and seasonal events, lunches out, church visits and reminiscing. The home involves residents in raising money for a local charity Visitors are welcome at the home and relatives comments in the surveys confirmed that they are kept informed on what is happening in the home and they are invited to entertainments. Residents manage their own money and details are available on advocacy. Residents spoken to and those who commented in surveys stated that the food is excellent. They stated that there is always choice and a varied hot supper menu. There is a four-week menu in place and residents are asked what their choice for the day is. They are offered a drink such as wine or sherry before lunch. The lunch served on the day was nutritious, appetising and hot. Residents spoken to all stated that they enjoyed it. This judgement has been made using available evidence including a visit to this service. EVIDENCE: There is a clear and accessible complaints procedure in place which residents spoken to stated that they were aware of, although all stated that they did not have reason to complain. A visitor spoken to also stated that she did not have reason to complain but would know how to do so. One relative comment card stated, “I cannot foresee any occasion to do so”. There is the facility to record any complaints including actions and outcomes. There are policies and procedures in place regarding safeguarding adults and whistle blowing. Staff spoken to were clear about the procedures to follow in safeguarding adults allegations. Training records show that staff have training in safeguarding adults policies and procedures. People who use this service experience good outcomes in this area because they live in a neat clean and mostly safe environment. This judgement has been made using available evidence including a visit to this service. EVIDENCE: Residents live in neat and well-maintained environment, which provides specialist aids and equipment to meet the needs of the people who use the service. The home is pleasant, well decorated and bedrooms are personalised. There is a well-maintained accessible garden with raised beds to allow residents to be involved in gardening if they choose to. There is an ongoing programme of redecoration and some areas are due for this. The registered manager stated that residents are consulted on any proposed changes. Radiators are not covered and the proprietor was spoken to on the telephone. He stated that the control mechanism of the boiler ensures that the radiators do not become too hot. Two radiators however were tested in the hall and both became too hot to touch. This was demonstrated to the registered manager. Risk assessment in relation to resident’s safety and hot radiators is not in place. This will be a requirement of this inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 27-30 People who use this service experience good outcomes in this area because needs are met by a staff trained and qualified to do so. This judgement has been made using available evidence including a visit to this service. EVIDENCE: There were sufficient staff on duty to meet the residents care needs as detailed in the care plans. Staff spoken with confirmed that they were happy with staffing levels and that this was good place to work. Residents spoken to and surveys received stated they were happy with the number of staff at the home and found them to be kind and knowledgeable. They confirmed that they were well cared for. One GP commented that the staff were knowledgeable about residents, another commented that staff “ go the extra mile”. Training files were seen and staff confirmed that induction, mandatory and National Vocational Qualifications are provided. All mandatory training is provided by In Care Services Two staff files were checked they showed that the home had undertaken all the necessary checks to ensure protection of residents. Two references were in place and Criminal Records Bureau Clearance and POVA checks had been undertaken

JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32, 33, 35, 38 People who use this service experience good outcomes in this area because the home is well managed and run in the home is run in the best interests of the residents. This judgement has been made using available evidence including a visit to this service. EVIDENCE: The registered manager has the Registered Manager Award and National Vocational Qualification Level 4 in care and management. All comments received on surveys and comments made on the day were very complimentary on the management of the home. A community nurse surveyed commented
Offington Park Care Home DS0000043533.V359082.R01.S.doc Version 5.2 Page 20 that “the manager is proactive and approachable by staff and residents” One residents stated “ Jackie makes every effort to make me happy”. Staff confirmed that there is an open door approach to the management of the home; one stated, “It is brilliant to work here”. The varied activities enjoyed by the residents is evidence of an innovative approach to this area. Quality assurance systems are in place to elicit opinion from the residents on how the home is run. There were six residents meetings last year and as a result new garden furniture has been purchased, new pictures have been purchased for bedrooms and flower are placed on tables. A sample of residents is also surveyed monthly and these collated surveys were seen. Surveys received from relatives confirmed that they are frequently consulted on the running of the home. The home does not currently hold any monies for residents but the registered manager stated that if requested to do so it would be held separately, securely and would be recorded. The registered manager ensures the health and safety of residents and staff by the provision of mandatory training and policies on health and safety. Four of the five requirements of the last inspection have been met; the fifth on environmental risk assessment is partly met. That risk assessment in relation to resident’s safety whilst radiators are not covered will be an amended requirement of this inspection.
