NO Otterbourne Grange is a privately owned and managed care home registered to accommodate up to twenty-five older people, including up to five with an age related mental health problem. The home, is a large Victorian Manor House which is set in five acres of its own grounds and gardens, which are mostly accessible. The home can accommode residents in nine single and eight double bedrooms, five of which are equipped with en suite toilet facilities. The home is located within easy reach of the M3 motorway and urban areas of Chandlers Ford and Eastleigh. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We prepared for this inspection by reviewing the previous inspection report dated the 31st January 2009. We have also included information from the AQAA, this is the annual self assessment that the home have sent us. The AQAA was very brief and contained very little information about how the residents needs are met. The areas in the form where the registered person has an opportunity to tell us how they have improved and what improvements they are planning in the next twelve months had been mostly left blank. The service had been judged to be providing excellent outcomes for the residents after the last key inspection. However one of the criteria for an excellent service is that the registered person knows what improvements need to be made after consulting the residents and they put plans in place to make continual improvements. We spoke with the registered manager about the poor AQAA. They stated that they felt very disappointed that the provider who completed the form had not included more details to demonstrate the work that the staff are doing to provide excellent outcomes for the residents. The manager said they had not seen the completed AQAA. What has this told us about the service? The previous report included evidence that the home gives the residents plenty of opportunities to give their views and these are taken seriously and acted upon. One of the identified strengths of the home was the individual care that the staff offer to each resident and how the residents can continue with their chosen lifestyle and interests. The AQAA states that in the last twelve months the manager has improved the staff training and they way this is organised. The AQAA states that all of the policies have been updated. This will mean that the staff have the latest guidance on best practice to follow. The AQAA records that there have been no new complaints in the last twelve months. The AQAA report stated that the home has a comprehensive complaints policy and that the residents are encouraged to use advocacy services if they choose to. We received a copy of a letter from the environmental health department which had been sent to the home dated the 28th October 2009. This detailed a number of serious concerns and rated the food provision as unsatisfactory. These included the state of the kitchen walls, ceiling and high level storage areas. It also reported that the insect killer was inappropriate for a food preparation area. These faults had also been reported in November 2007 and they had not been rectified. The officer gave the home three months to rectify these issues. The manager of the home has stated that they have had a follow up inspection after all of the faults were corrected. The AQAA states that the kitchen had been redecorated along with other areas of the home. What are we going to do as a result of this annual service review?
