Poplars is a care home registered to provide support and accommodation for up to six service users with a learning disability. The premises are located in Horley, Surrey. The home is close to Horley town centre and all public amenities. Service user accommodation is arranged over two floors. Bedrooms on the second floor are accessed by a flight of stairs. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for since the last inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed complaints or allegations. What the service has told us about things that have happened in the home, these are called notifications and are a legal requirement. The previous key inspection report. The service history. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA, the service history, and additional information receive since the previous inspection and it is our judgement that the home is still providing an excellent service and that they know what further improvements they have to make. The home has a service user guide that is available to service users in widget and pictorial format. This provides sufficient information relevant to service uses. The home operates an admission procedure when a placement becomes available and involves a detailed needs assessment, trial visits and ongoing review to establish the suitability of the placement. The AQAA indicates that individual care plans, which are person centred are formulated from the needs assessment and involve service users at every stage. Care plans also include risk assessments. These promote safety for activities within the home and for community activity including accessing public transport. The AQAA states that there is an complaints procedure and safeguarding procedure in place. This is available in symbol and widget format and used with staff support to encourage service users to communicate their concerns. The AQAA describes the activities in place, which meet individual needs and choice. Service users benefit from education opportunities, work placements, and other structured activities. Leisure activities include outings to places for example Cadburys World, Yesterdays World, the coast, the theatre, and the greyhound stadium. Annual Service Review Page 4 of 6 Community facilities are accessed and service users have enjoyed holidays at Butlins and Centre Parcs. Family contact is encouraged and parents are encouraged to take an active part in events of the home, and in planning and reviews of care. There is an annual parents forum arranged for 20/10/2009. Service users follow a healthy eating plan and their nutritional needs are being met. There is also input from the dietician for advice on special dietary needs. The AQAA indicates that there is an ongoing maintenance and refurbishment programme in place. Service users are decorated according to their individual choice and are personalised. The manager indicates in the AQAA that there is a well established team of staff employed and that a key worker system is in place. The training and development of staff is ongoing and induction, and mandatory training is in place. They have just undertaken Lloyds accreditation for medication safety awareness. Staff undertake NVQ training at various levels. Systems are in place to monitor quality assurance. Regulation 26 visits are undertake, and reports retained for inspection. The general manager visits regularly and the provider visits twice to three times a week. A house quality development programme occurs twice a year to ensure that organisational legislation is met. Health and safety audits, medication audits and reviews of care all contribute to the quality assurance process. There is a robust management structure in place to protect the service users living in the home. The home continues to inform The Care Quality Commission of any relevant events that have occurred since the last inspection and they have shown that they have managed issues well. They work well with CQC and have shown that their service continues to provide excellent outcomes for people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a Key Inspection by 31st October 2009. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
