Primrose House is a small care home registered for five younger adults with a learning disability. The home provides a service primarily for people with autism and Aspergers syndrome. The emphasis is on a homely atmosphere where service users can be as independent as possible while being supported within a safe and caring environment. Service users are included in the daily domestic routine of the home and are encouraged and supported to voice and express their views and concerns. Primrose House is a large terraced house in the centre of Ivybridge village, which is located ten miles to the east of central Plymouth. Service users accommodation is spread over two floors. The home does not have appropriate facilities for potential service users with significant physical disabilities. The house has a large garden to the rear. The location of the home allows service users to walk to local shops and amenities and enjoy a lifestyle that minimises restrictions but provides support and guidance as necessary. The registered provider, Mrs Cheryl Nurse, has owned and managed the home for the past nine years.

Annual Service Review Page 2 of 6 Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection which took place on 19 June 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We also received 2 completed surveys from people living at the home. These tell us people are asked if they want to move into the home and everyone is able to choose what they do during the day and evening. One person told us that Primrose lets me do the things I enjoy. Both respondents say that staff always treat them well and that they listen and act on what is said. The AQAA tells us that the home is operating at full occupancy and that there have been no new admissions during the year. The home supports the individual life style of service users. Everyone is encouraged to lead fulfilling lives with increased independence. Over the last year the manager has seen a marked increase in individuals life skills. Contact is encouraged and supported between people living at the home, their families and within the local community. Educational opportunities and activities are arranged and during the year these have increased. The AQAA notes that due to funding, choices are limited. The majority of people living at the home are very healthy. Over the year the home has maintained early recognition of any health problem and acted accordingly. Annual Service Review Page 4 of 6 Service users and staff are encouraged to voice any concerns or worries. Both respondents to our surveys said they knew who to talk to and how to make a complaint. Any concern expressed is acted on as quickly as possible to resolve the situation. 2 complaints were received in the last year and both resolved within 28 days. The home provides a safe secure environment with easy access to shops and the local community. During the last year service users have been supported to participate in the garden growing vegetables and flowers. The home employs a stable staff team and no new staff have been appointed during the year. The AQAA confirms that staff are experienced and skilled in working with people with Aspergers Syndrome. 4 permanent members of care staff are employed. 2 have achieved an NVQ level 2 or above in care. All staff receive induction and relevant ongoing training. The home continues to benefit from the stable and experienced management of the proprietor. The home continues to provide a high standard of care and there is no evidence to indicate that outcomes for people who use the service have changed since the last inspection of the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 18 June, 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
