Riverside House is a residential care home for 13 people with learning disabilities who may also present challenges to the service. The property is an old rambling building of character. There are many levels and accommodation is broadly provided over three floors plus a mezzanine area and basement. Each person has single accommodation with a hand wash basin and access to either a bath or shower room. People living at the home have access to two lounges and a dining room, plus a games room in the basement. One person living on the top floor has a separate lounge. Gardens to the rear are well maintained. Riverside House is situated approximately 14 miles from Gloucester in a rural area with views of the River Severn. It is owned by Stepping Stones Resettlement Unit Ltd, which owns five other homes in the area. We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It should also give us some numerical information (DataSet) about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organizations. What other people have told us about the service. What has this told us about the service? The home has maintained the standard of care and support and made efforts to improve certain areas. They have stated they have improved the care planning format and are introducing person centered plans to go along side the person centered approaches that are already in place. They state they have improved the day care and vocational opportunities for people living in the home with more frequent key worker sessions being put into place. Also an improved total communication package has supported people to make more choices and take more control of their lives and their decision making. The service has continued to operate at full occupancy and there has been relatively low staff turnover and also low levels of sickness. Staff have continued to undertake regular training, and in house training is being run every month. Some parts of the home have been redecorated and some equipment and appliances have been replaced. The home has a development plan in place and key areas identified have been to improve the total communication package, the registered manger to complete NVQ 4 training, improve the care planning further to link all plans to desired outcomes, and support more staff to complete NVQ training. The service has complied with the requirements of notifying the Commission of any incidents affecting the wellbeing of people living in the home. The Commission has observed that correct action has been taken to address any identified shortfalls in process and also increase support provided for people when required. One safeguarding incident has been managed by the service in the previous twelve months. Some criticisms were made about the the initial response and action taken by the home but subsequently appropriate support and strategies were put into place and the clarification was given over the notifying process for any future unidentified concerns. The service has received and dealt with two complaints in the past twelve Annual Service Review Page 4 of 6 months and, when appropriate, taken action. The Commission has received no complaints or expressed concerns in respect of the service in the past twelves months. Feedback from surveys completed by people living in the home was positive with no negative comments being made about the service. People were positive about their accommodation, the staff team and also the manager. Feedback from surveys completed by the staff were also positive about the manager, the atmosphere within the service and the range of activities undertaken and supported. The Commission received no returned surveys from relatives or outside professionals. The service summarizes its approach as follows: The home operates an open, inclusive ethos within the house where the clients are listened to and are made to feel valued. We are continually seeking to improve the service provided. What are we going to do as a result of this annual service review?
