Sevenoaks is a modern detached split-level bungalow situated within half a mile of Coleford Town Centre in the Forest of Dean. The home accommodates up to eleven people with learning disabilities. The accommodation comprises of 11 single bedrooms, seven of which have en-suite facilities. The house is separated into two wings, known as Phase 1 and Phase 2. Each has its own separate dining and lounge areas, kitchen, offices and communal bathrooms. The original home retains sleeping-in facilities for staff and a small laundry. It also has a small self contained flat. The newer home has aAnnual Service Review 22009larger laundry. At the rear of the property there is a parking area and landscaped garden. The home is part of the Orchard Trust group. People wishing to move into the home and others involved in their care are offered information about the home including copies of the Statement of Purpose and Service Users` Guide. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual review. This included - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. (DataSet) - Surveys returned to us by people using the service and from other people with an interest in the service. - Information we have about how the service has managed any complaints. - What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. - The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. - Relevant information from other organisations. - What other people have told us about the service. What has this told us about the service? At the last inspection in 2009 the home was rated as a good service. We received the annual quality assurance assessment (AQAA) in December 2009. This provided considerable information about the service and how they had improved since the last inspection. The AQAA stated, Our new Trust logo is People come first. At Sevenoaks, our raison detre is to promote positive outcomes for people who use our services while supporting staff to enable this to happen. Sevenoaks provides a pleasant, homely environment where people enjoy living. Individual, personalised support is provided for people who between them, have a wide diversity of needs and expectations. There is often a buzz of activity within the home. The AQAA outlined improvements over the past year including enabling people to take part in the recruitment and selection of staff, attending non-confidential staff meetings and accessing the Trusts Service User Group. A Relative Satisfaction Questionnaire had been sent to parents in October 2009 with positive results and feedback. The Trust had also been audited against the ISO14001 and ISO9001 standards in October 2009 having received the awards in 2008. Since our last inspection the range of activities accessible to people had been increased, a qualified activities co-ordinator had been appointed and people had been encouraged to access public transport. Further progress had been made with implementing a Total Communication Approach making information more accessible to people including documentation, objects of reference and picture boards. People were having access to advocacy where needed and best interests meetings were being held where appropriate. The AQAA confirmed that the Deprivation of Liberty Safeguards had been considered for each person. Systems for the administration of medication had been improved. Ongoing improvements and redecoration of the environment had taken place. The AQAA stated, The home maintains an on going programme of individual staff training (including NVQ in Health and Social Care) which can be targeted to meet the changing needs of the people who Annual Service Review Page 4 of 6 live in the home. A training room had been made available in the home to provide in house training and courses provided by local social or health care professionals. The AQAA indicated problems with staff retention and concerns about the time spent on recruitment, selection and training. This was an area identified for future improvement along with improving systems for the monitoring of staff absence. We received surveys from nine people living in the home, two relatives and three staff. Surveys said people were looked after and their well being was supported. They said they would like more staff and some people would like more individual support. They indicated they had access to the activities they liked doing such as hydrotherapy, holidays, days out and day care. Some said the food was good. One person would like a calmer environment finding some times of the time quite noisy. Relatives commented on the high turnover of staff but thought the staff generally very sensitive to peoples needs. One relative said they cater well for the individual clients, educationally and socially. One survey noted that more basic training would be helpful with regard to people with a visual impairment. Staff surveys said that they thought they promoted the wellbeing of clients and supported them in activities. They said client care was good and that a person centred approach was in place. Sixty per cent of staff surveys indicated that staffing levels could be affected by sickness. People indicated they all knew about the complaints procedure. The home had not received any complaints. We (CQC) had not received any expressions of concern or complaints. The home has sent us some notifications about incidents affecting the wellbeing of people living at the home in accordance with our requirements. The DataSet indicated that 40 per cent of staff had a NVQ Award in Health and Social Care. Over 80 per cent of staff had completed an induction which was equivalent to the Skills for Care Foundation programme. What are we going to do as a result of this annual service review? We think the quality of this service may have improved. Subject to any changes in registration and inspection practice following implementation of the Health and Social Care Act 2008, our current plan is to do a key inspection by 11th February 2011. We can however inspect the home at any time if we have concerns about the quality of the service or the safety of people living at the home.
