Shaftesbury Court was first registered in 1989, to provide residential care for fifteen people with physical disabilities. The home is situated on the sea front, in South Lowestoft, and reasonably close to the town centre. Service users living at the home have access to the sea front and local facilities, which include theatre, pubs, cafes, cinema, sports centre, shops, ten pin bowling, and snooker / pool. The accommodation for service users is located entirely on the ground floor. There are fifteen single bedrooms all with en-suite facilities. There are two dining rooms, one large central communal lounge, a kitchen, and laundry. In addition to the en-suite facilities in bedrooms, there are communal bathroom, shower, and toilet facilities which are adapted to meet the needs of people with physical disabilities. Upstairs, there is a small suite of accommodation, used as two staff offices, and a w.c. for staff use. Access to the first floor is by staircase only, and therefore service users do not go into these areas. Located on the same site (but not part of the residential care home) are four independent flats, in respect of which the Registered Manager of Shaftesbury

What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. The information they gave us was brief but gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service They told us about how they obtained the views of the people living at the home. Three residents returned our surveys. They all said that the staff usually or always treated them well although two said that staff and managers only listened and acted on what they said sometimes. The provider is planning to rebuild the accommodation as supported living flats, during which time the residents are likely to move to another home temporarily. These proposals are not acceptable to all the residents although they are to some. The provider and the County Council have a consultation process to keep all concerned aware of what is planned. Some residents are supported by independent advocates. Four staff surveys were returned. All said they were always or usually given up-to-date information about the needs of the people they supported. All commented that at times more staff could be on duty. Two residents also said that they would like more staff on duty. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for Annual Service Review Page 4 of 6 the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 30th September 2010. If the residents have moved to the temporary accommodation, we will inspect the service there. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
