Shipley House is registered with the Commission for Social Care Inspection to provide personal care for up to 4 people with a learning disability who are aged 18 & 65yrs. The home is not registered to provide nursing care or care to people with a physical disability. It is one of two small homes owned by Mr and Mrs Manders and is situated in the town of Ilminster. The registered manager is Miss Amanda Barthorpe. The home is conveniently situated close to all local amenities. The main aim of Shipley House is to support more independent people to develop the full extent of their abilities and have full and happy lives. The staff team work across both houses, which means that there are regular occasions when people are left at home without a staff member for brief periods. We were informed that current fee levels are between £330 & £480 per week. People living at the home are responsible for purchasing personal items, toiletries etc. Each person contributes £12 per week from their mobility allowance which goes towards the running of the home`s mini-bus.

Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked an information received and requested since the last inspection. The Annual Quality Assurance Assessment (AQAA) was completed by the home and returned to the Commission within agreed timescales. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information. We sent comment cards to seek the views of people using the service, staff and health care professionals. We received completed comment cards from all four people using the service and two staff members. The home keep us informed of any significant events at the home through the Regulation 37 notifications and make telephone contact with the Commission if they have any concerns or wish to share information. The Commission have not received any concerns about the service in the last twelve months. What has this told us about the service? Information received has told us that the home continues to provide good outcomes for the people living there. The AQAA told us that the home continues to provide people with a comfortable, wellmaintained and homely environment where people can enjoy a relaxed and flexible lifestyle. Life at the home is flexible to meet the needs and preferences of people. Healthy eating is promoted; Meals are chosen by residents with guidance from staff to achieve a balanced diet. People are encouraged to express their views. Apart from regular house meetings, views are encouraged on a daily basis. People know how to make a complaint and that AQAA indicates that people would feel confident in raising concerns. This was also confirmed by people in completed comment cards received. The AQAA told us that people are fully involved in their care planning and review process. It told us that the home take appropriate steps to ensure peoples health care needs are met. People have access to a range of health care professionals and staff support people to attend appointments as required or requested. It told us that people enjoy being part of the local community and that they are supported to participate in a wide range of social, leisure and vocational pursuits. The AQAA told us that the home follows robust staff recruitment procedures that ensure people are protected from the risk of harm or abuse. It told us that staff are well trained and that people benefit from a stable staff team who know them well. All four people who completed comment cards for the Commission told us that staff Always treat them well and that staff Always listen and act on what they say. Annual Service Review Page 4 of 6 Comments received from staff were also positive. Staff stated that the training was good and that they felt well supported. They also told us that they were Always given up to date information about the needs of people they are caring for. Staff told us what they felt the service does well; The standard of care is very good and the residents have a varied timetable which they have chosen, The staff work well together ensuring that the residents are happy and their needs are met, It is a happy home. Staff who completed comment cards stated that they could not think of anything that the home could do better. The AQAA told us that staff have access to a range of up to date policies and procedures for staff. It also told us that up to date procedures are in place to ensure the health and safety of persons at the home. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will carry out a key inspection by 31st July 2010. We can however inspect the service at any time if we have concerns about the quality of the service or of the safety of people using the service.
