St Catherine`s is a care home situated in Bitterne Park, as quiet residential area of Southampton. St Catherine`s is registered to accommodate up to 14 people within theAnnual Service Review 02008old age, mental health and dementia categories. The home has a condition of registration to accommodate up to three people under the age of 65 years who have a mental health problem. The home is a large detached Victorian house that has a range of single and double bedrooms over two floors. Over 50% of beds are located in shared bedrooms. There is a shaft lift for access to disables persons to the upper floor, and other entrances have disabled access. St Catherine`s offers a large lounge diner, a small laundry area and a domestic style kitchen. There is level access to the garden area for people who may be wheelchair dependent. There are three communal bath/shower rooms with WC facilities, and additional communal WCs. One double bedroom offers en suite facilities, other rooms are provided with commodes on request. To the front of the property is a small off road parking area and to the rear is a well maintained garden. St Catherine`s is located near to local facilities and amenities and is a short journey from the main city centre. The home is one of three registered homes in the area and one domiciliary care agency owned by the owners. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys were sent to the home to distribute to people who live at the home, staff and external social and health care professionals. The registered manager stated following the ASR that no surveys were received for people who live at the home. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report. Other information we have received about the service. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It gave us some of the information we asked for. Some sections of the AQAA contained limited responses and parts of the data set had not been completed. These included the section stating when equipment had been serviced and the section stating when policies and procedures had been reviewed. The previous key inspection was undertaken in October 2008. No requirements were made and one recommendation was made concerning the recording of care provided in care plans and how this is used to enable monthly reviews to occur. The AQAA did not specify how this recommendation had been met and this can only be assessed by the commission during a visit to the home. Comment cards were sent to the home for the registered manager to distribute to the people who live there. No completed surveys were received from people who live at the home. We are therefore unable to assess how people living at the home feel about the care they receive. After receiving the completed ASR the registered manager stated that no surveys had been received for people who live at the home. Comment cards were also sent to the home for staff to complete. Four staff members returned surveys. Responses to questions were generally positive with staff confirming that they receive training and they felt there were usually enough staff to meet the individual needs of all the people who live at the home. All four staff members who completed comment cards stated that the home could do better by providing more activities and/or outings. Additional comments included provide more activities, or outings for all the residents rather than them just sitting and talking or watching TV all day , I feel we/management could organise more activities/trips out for the residents. Annual Service Review Page 4 of 6 Care staff also added that they felt they were able to provide individual care and that the service feels like a home and not just somewhere they live or an institution. Two external health or social care professionals completed comment cards. The responses indicating that they felt the service provided was good with added comments of communications well with outside agencies, provides good care for residents. The other external professional was also positive about the service and stated it is one of the best residential homes I visit, good staff, clean residents. Staff and one of the external professionals also made positive comments about the food provided at the home. The commission has received two notifications from the home since the key inspection in October 2008. One was a late notification which was identified by the Southampton safeguarding team during a safeguarding investigation at the home. The safeguarding team have conducted an investigation at the home and this has now been completed. What are we going to do as a result of this annual service review? The evidence indicates that the service continues to provide good outcomes for people who live there. We will undertake a key inspection before 12th October 2009 however we may inspect the service at any time should we decide we need to.
