It provides residential care for up to 23 older people, many of whom have dementia. Bedroom accommodation is located on the ground and first floors of the building and a spacious passenger lift provides access between floors. There are 19 single rooms and 2 shared/double rooms.
Annual Service Review Page 2 of 6 None The home is fitted with a variety of aids and adaptations to enable people living there to move about more independently. The communal rooms include a large bright and airy lounge dining room with distinct areas for the respective activities and there is wheelchair access to the homes garden from the lounge area. People wishing to live in the home or, people for whom arrangements are made by relatives or other representatives, are given written information about the home and the service that it provides and are also invited to visit the home. The report of the most recent inspection or Annual Service Review of the home carried out by the Care Quality Inspection is made readily available in the home. The cost of podiatry/chiropody, hairdressing, and toiletries are additional to the basic fees charged by the home. What did we do for this annual service review? We looked at all the information that we have received since the last key inspection. This included: --The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well the service meets the needs of people living there. It also gave us some numerical information about the service. --11 surveys returned to us by people using the service (15 requested). All but one needed help to complete the survey. --Information we have about how the service has managed any complaints. --What the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. --The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. --Relevant information from other organisations. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and comprehensive, giving us all the information we asked for. Currently the service is accommodating eighteen residents. We looked at the information in the AQAA and our judgement is that St Elmo Care Home is still providing a good service and that they know what further improvements they can make. On-going progress is in spite of the staff team experiencing some long term sick leave. This has caused all staff to be stretched and challenged and afforded opportunity for multitasking and professional growth. The survey responses told us that all the residents received information about the home before admission to be confident the home would meet their needs, and each has a contract of residence. They all know who they could speak with if they are concerned about anything and all but two know how to make a formal complaint if it became necessary. The home scores top marks for the care and support people receive, and for receiving the medical care they need. Seven felt the staff were always available when they need them, three felt they were usually and one said sometimes. Meals were liked always or usually. Comments include My mothers stay was not a long one but very good, loving care and attention was provided, very caring staff, clean and good food, very friendly family atmosphere, sympathetic care and attention from the staff, good at caring, relates well to residents and kind to relatives and visitors, the young staff are remarkably understanding and caring for their age -they make you feel you are worth helping, I Annual Service Review Page 4 of 6 have never heard a cross word in eight years-they are all so kind. Every comment without exception contains positive appreciation of their care. Suggestions for some improvements are Would like more classical music played, carers to spend more time to comfort patients who are unable to feed themselves or communicate with others, there are no trips out, activities tailored for those more able like games or puzzles, and ironing some clothes, so they look less creased. The AQAA told us that over 89 of the care workers are qualified to National Vocational Qualification (NVQ) Level 2 and above, which is well above what is required. As well as the mandatory training most staff have completed a two part specialist dementia course and management have also completed palliative care training. Since the major extension and work done to the home in 2007 when a new large dining area was provided, a large conservatory that opens onto the garden, a new passenger lift, refurbishment of all rooms and landscaped gardens, maintenance and upkeep of the home has continued. This year six toilets have been refitted with new sanitary ware, tiling and re-flooring and there is a new wet room. The investment of time and focus in creating life stories for each resident, which includes a photographic collage, has helped the staff to interact and understand the residents. The Manager has confirmed that this has proved a great success with immense support and feedback from the relatives. The addition of snoezlun sensory awareness equipment has proved beneficial. The AQAA confirms that on-going data collection, life stories, meetings, observations, records, interviews, staff development and appraisals, questionnaires, action plans and goal settings, all assist the home in reassessing and developing their service. No statutory requirements were made as a result of the last inspection in February 2008. There have been no incidents of safeguarding and no formal complaints received. The service continues to let us know about things that have happened since our last key inspection. Notified incidents have been reported. The service has fully co-operated and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and we will do a key inspection by 12 February 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
