St Nectans is registered to accommodate up to 35 older people. The home is situated on a residential street a short level walk from Bexhill town centre and railway station. The home is close to the seafront and some rooms have a seaview. The building has been adapted from four adjacent properties, which are now interlinked. Accommodation is provided on four floors and consists of well-sized single bedrooms with en-suite facilities. All areas of the home are accessible to all residents by means of a shaft lift. There is a lounge with open access to the dining area. There are two further areas where residents may sit on the ground and first floor and take their meals with visitors if they wish. There are assisted baths on each floor and communal lavatories with safety features. There is flat access to the rear of the building and steps up to the front door, though a further door on the front of the building does allow flat access to the home. There is a paved and lawn area to the rear of the home where residents may sit out. A brochure is available to all callers at the home as is the last inspection report. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. Telephone contact was made with the home on the day of the Annual Service Review so as to clarify any changes to the service. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. The last key inspection for this service was undertaken on the 30 July 2008 where the quality rating was judged as good- 2 star. What has this told us about the service? The AQAA was received 24/05/09 and contains clear relevant information that is supported by a wide range of evidence. The AQAA lets us know about changes they have made and where they still need to make improvements. It shows clearly how they are going to do this.The data section of the AQAA is accurately and fully completed. The home have comprehensive written information, which is provided to all prospective people who may use the service. The homes CSCI reports, the Service User Guide and Statement of Purpose are available in the home. The home also have a web site that is available for people to access. The AQAA states: St Nectans provide high quality care, in a friendly and warm atmosphere. The ethos of the home is for the environment to feel like home and for the people who use the service to be happy and safe. Significant time and effort is spent planning to make admission to the home personal and well managed. Prospective residents and their families are treated as individuals and with dignity and respect for the life-changing decisions they need to make. Admissions are not made to the home until a full needs assessment has been undertaken and the home have confirmed in writing that they can meet the identified needs. This was a requirement at the last key inspection and has been put in to place. For people who are self-funding and without a care management assessment, a skilled and experienced deputy manager always undertakes an assessment. This includes offering an invitation to view the home to prospective resident and relatives. Trial visits are available. The home ensure that all the people who use the service have a plan of care for all aspects of daily living and long term outcomes based on the care management Annual Service Review Page 4 of 7 assessment and the homes own assessment of needs. The home review each care plan regularly and more frequently if it is required due to changes in general condition of the people who use the service or if the staff have identified any risk. Each care plan includes comprehensive risk assessments, which are also reviewed regularly. The management of risk is positive in addressing safety issues, while aiming for improved outcomes for the people who use the service. The service respects the human rights of people using the service with fairness, equality dignity, respect and autonomy, underpinning the care and support being provided. In the past year the home have introduced an organised daily recreational programme and involved the people who use the home in making improvements with their interests taken into consideration. The home invite the family to take part on birthdays and other festive celebrations The home have identified that with the addition of the new portable hearing device hearing impaired clients will be able to join in more varied activities. The home keeps a full record of complaints and this includes details of the investigation and any actions taken. Unless there are exceptional circumstances the service always responds within the agreed timescale. The AQAA states that there have been no complaints received and there have been no safeguarding alerts raised. All staff receive training to protect the people who use the service and a robust recruitment process also promotes the safety of the people who use the service. Staff members are trained and competent in health and social care matters. The home arranges training on health care topics that relate to the health care needs of the people who live in the home. Induction training is in line with the Skills for Care requirements. Staffing levels are reviewed regularly against the needs of the people who use the service. The home has a good record of compliance with the receipt, administration, safekeeping and disposal of prescribed and controlled drugs. The home provides a physical environment that is appropriate to the specific needs of the people who live there. The well-maintained environment provides specialist aids and equipment to meet their needs. There is a continual programme of redecoration in place. The manager has a clear understanding of the key principles and focus of the service, based on clear values and priorities. The manager is aware of current developments both nationally and by Care Quality Commission and plans the service accordingly. The previous report was positive and the two requirements made at that time have been implemented. The home continues to let us know about things that have happened since our last key inspection through notifications to us and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
