Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Stratford Lodge is a service which provides term-time accommodation for up to ten students aged 16 and above. It is part of the post-16 provision linked to Grateley House School. Both are operated by Cambian Education Services, part of a group which provides specialist healthcare and education services to children and adults with learning disabilities in the United Kingdom. Annual Service Review Page 2 of 7 The home is in a quiet residential street a short distance from the centre of Salisbury. A number of students at Stratford Lodge are supported to attend the local college. They are also able to make use of the citys amenities, including shops, pubs and restaurants and a range of leisure facilities. The property itself was formerly a hotel. It has been converted and refurbished to provide comfortable modern accommodation. Each student has a single bedroom. These vary in size, with some falling below the usual minimum requirements of care home standards. Information is available about this and all students are able to make a choice about which room they prefer. All bedrooms have an en-suite shower and toilet. In addition, there are two bathrooms for general use, equipped with spa baths. Communal areas include two lounges, kitchen, dining room, games room and computer suite. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: 1. The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 2. The previous key inspection, which took place on the 26th November 2007 and the last annual service review that was undertaken in November 2008. 3. Surveys returned to us by one person using the service and six staff members. 4. What the service has told us about things that have happened in the service. What has this told us about the service? Within the AQAA we saw that all students had individual Placement and Transition Plans. Students were allocated a Personal Tutor who spent 1-1 time with them, working together to extend their learning, independence and access to the community. We saw that students had access to therapeutic services such as Psychiatry and Psychology, Occupational Therapy and Speech and Language. The AQAA stated that students had formal and informal access to managing their life skills to develop independence. Work experience opportunities had been improved upon and a Work Experience Coordinator had been appointed. A Transition Manager/Careers Advisor also worked alongside students to develop their confidence and to provide every opportunity for social inclusion. We saw that students were encouraged and supported to access the community through education, spiritual, social and leisure opportunities. The AQAA stated that students were supported in the value, contribution and opportunities of group living and that of their local community. There had been an increase in students accessing varied activities such as concerts and gigs. Students were able to choose their diet and could also cook independently if they chose to. The AQAA stated that there were clear, robust policies and procedures in place in relation to concerns and complaints and safeguarding vulnerable children and adults. Staff were comprehensively trained and annually refreshed in safeguarding. An open and positive culture was promoted so that staff had the confidence to whistle blow. The AQAA stated that students had a single room with en-suite facilities. Rooms were decorated and furnished to a high standard. Students were encouraged to personalise their bedrooms and contribute to maintaining the upkeep of all living areas. This included making suggestions regarding environmental improvements. We saw that disabled accessibility to the premises had been improved upon. Visual supports for students had also been displayed in the Laundry Room. Shops, colleges, recreational and health facilities were within walking distance of the service. We saw that the recruitment and selection of staff was given extensive input. Students were often involved in the process. The AQAA stated that successfully recruiting from Annual Service Review Page 4 of 7 ethnic minorities was something the service could do better. Training was given high priority and resourced well along with regular supervision and appraisal. Staff met regularly as a team. There had been internal promotion of staff to senior roles. 80 per cent of the team were qualified in National Vocational Qualification level 3. The remaining four staff were to be registered for their award. It was planned that all staff would be promoted to Senior Learning Support Workers. The last annual service review, which was undertaken in November 2008 identified that the service continued to provide a range of good outcomes for students. It identified that students rights and responsibilities were upheld and individuals were encouraged to maintain active, fulfilling lives. Clear systems were in place to safeguard students from abuse and promote their health, safety and general well being. Within their survey, one student told us that they could sometimes make decisions about what they did each day. They said they could choose how they spent their time at weekends and during the evening. They said they knew who to speak to if they were not happy and felt the staff listened and acted on what they said. The student told us that staff always treated them well. Within surveys, staff told us that they were given up to date information about the students they supported. They had training related to their role and regularly met with their manager to gain support and discuss their work. They said their employer carried out checks such as CRB and references before they started work. Staff said that they knew what to do if someone had concerns about the service. They said there were usually enough staff to meet the individual needs of students. In relation to what the service did well, one staff member said supports students with individual needs well. Provides a safe, caring, happy environment for students to achieve their potential. Another staff member said supports students and allows them to complete many activities within the wider community. Given access to education and have the choice to go to different colleges etc to best meet their needs. Other comments in relation to what the service did well were meet the needs of the young people, offers a great environment for the young people to progress and realize their potential and work as a team. One staff member said I feel Stratford Lodge offers the students that it caters for great opportunities. In relation to what the service could do better, one staff member said more focus on general life skills, better preparation for a realistic transition onto next placements (independent living.) Other comments were it is not always realistic with a view to what students will move onto in their next placement, employ a full time cook and make students do more for themselves, work harder on life skills. The service has regularly sent us copies of the reports undertaken as part of regulation 26. We were also informed of an incident regarding a night staff member, which affected students wellbeing. This was addressed through the organisations disciplinary procedures. What are we going to do as a result of this annual service review? The information available, gives evidence that Stratford Lodge is continuing to provide good outcomes for people. Subject to any changes in registration and inspection practice following implementation of the Health and Social Care Act 2008, our current
