What the care home does well Staff have worked hard to become more consistent in their approach to providing care. There has been some improvement in recording of what an individual experiences, such as activities a person has participated in. This needs to be continued and built upon. We saw that people were generally well presented. However, attention to detail is needed, one person was wearing trousers with a broken zip. Some people had bare legs with no socks or tights. Staff were interacting well with people. There was a variety of individual and group activities happening during our visit. What the care home could do better: The home is `drifting` and lacks a clear plan of action to make sure that outcomes for people that live in Waratah are consistent. There is evidence of bills not being paid on time and we have received concerns from the homes energy supplier about the non payment of a utilities bill. Staff have raised concerns with us that they not being paid appropriately or on time. The service must make sure that staff are paid according to their contracts and with the correct amount. Training provision for staff is still poor, with a lack of specialist input. Members of staff have received some training, but were unable to recall dates and records are not maintained by the manager. We are concerned the provider has failed to respond to a fire safety notice. Fire officers visited the home and served a notice relating to training and suitability of equipment. The provider must make sure this was complied with. The environment of the home needs particular attention. Repair work and redecoration has been done to a poor standard, without attention to detail. We saw that there were areas that had water damage, which had not been repaired properly. Wallpaper was sellotaped onto the wall and flooring had not been fitted correctly. Thus making it hard to clean and unsafe to walk on. Domestic staff were unaware of the importance of good hygiene. Extraction vents in bathrooms and toilets had a layer of dust on them. This is not only an infection risk, but a fire hazard. The kitchen is functional. However, staff who undertake food preparation did not understand the importance of appropriate storage of food and must wear appropriate protective clothing. CQC will continue to work closely with all agencies to make sure that individuals health and safety is protected. One inspector undertook this unannounced inspection. We looked at the homes Annual Quality Assurance Assessment (AQAA) and notifications we had received. The AQAA contained brief information and did not reflect what was happening at Waratah. For example, the home told us they had reviewed all policies and procedures, but there were no dates on the AQAA to support this. We were also told that all necessary safety checks had been carried out. Again the AQAA did not reflect this. A site visit was made that lasted two and a half hours. During the visit we spoke with people and members of staff. Care records were inspected and a tour of the premises was undertaken. We are concerned that Waratah has stated that requirements relating to care planning and training had been met, but there was little evidence to indicate that the changes had been embedded in day to day practice.
