Waters View is an established care home situated in a pleasant residential areas of Little Oakley. The town of Harwich is a few miles away and can be reached by bus or car. The home provides care and accommodation for up to 15 people over the age of 65. Accommodation is in single rooms with en-suite facilities, although one double room is available for people who may wish to share. Access to the first floor is by means of passenger lift or stairs. Communal areas include a large dining area and two comfortable lounges. There is an enclosed garden at the back of the home and parking facilities to the front of the property. The home charges £468.00 a week for the service they provide. Other services such as hairdressing and chiropody are available at an additional charge. This information was given to us in July 2008. We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys were sent by us to people using the service and to other people with an interest in the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Any relevant information from other organisations. What has this told us about the service? The manager sent us their annual quality assurance assessment (AQAA). They had completed all sections of the AQAA to a good standard, giving sufficient detail of what they do well, how they have improved in the past 12 months and their plans for improvement in the next 12 months. The standard of the information provided was what we would expect from a 2 star/good service. Previous pre-inspection information provided by the manager has been found to be a true reflection of the service when evidence was examined at unannounced inspections. At the last key inspection on 2nd July 2008, 22 National Minimum Standards were assessed and the outcomes for people living in the home measured against these standards were judged good. Of the 22 standards examined, 19 were judged to be fully met and there were minor shortfalls with the remaining 3. No statutory requirements were made following that inspection. Outcome groups relating to Choice of Home, Health and Personal Care, Daily Life and Social Activities, Complaints and Protection, Environment, Staffing and Management and Administration were all judged to be good. Overall the home was judged to provide a good service. At the time of considering information for this Annual Service review we had not received any completed surveys from people using the service. However, at the time of the last key inspection, people spoken with were happy with the service and made positive comments about how they are treated. When asked if they felt they were treated with respect, one person told us, Of course, it goes without saying. People also made positive comments about the food. One person told us the food was excellent and another said it, couldnt be better. In the past year no referrals have been made to the local authority under their safeguarding procedures. We have not received and are not aware of any concerns or complaints about this service during the period since the last inspection. At that time people spoken with indicated that they were well aware of how to make a complaint if they should need to. One person told us, We wouldnt be human if we didnt have a little moan sometimes, but Ive got no Annual Service Review Page 4 of 6 complaints and another person said, theres nothing to complain about. One of the minor shortfalls at the last inspection related to the number of staff with a National Vocational Qualification (NVQ) being less than the 50 percent as recommended in the National Minimum Standard. Since then the provider has told us in the AQAA, We currently have 6 members of staff with level 2 or above NVQ in Health and Social Care. We also have 8 members of staff currently undergoing their NVQ training, 6 of whom are expected to finish within the next two months. This information tells us that the service takes note of good practice recommendations and acts on them. Overall the evidence indicates that the service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 1st July 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
