Wheatridge Court is a purpose built home owned by Gloucestershire County Council for people with a physical disability. The home provides two services, a registered short break unit for up to six service users and a supported living project. The short break unit provides accommodation in six bed-sits, each with its own front door and parking space. They have a bedroom, en suite facilities and sitting area. People have access to shared communal spaces. The aims of the short break unit are to enable people to continue to live as independently as possible whilst giving their carers a break. Staff support is available where needed for personal care and help with cooking meals. An activities co-ordinator is available to support people to access social and recreational activities. The fees are mean tested and range from no charge to fees such as 62.85 pounds per week. Each new referral is given a copy of the Service User Guide. What the care home does well At the last key inspection in 2007 we found the following which we believe to still be whatthe service does well: Where specialist equipment or adaptations are needed they are identified during the admission process. People have a chance to visit and stay for short breaks building up to longer stays when they are ready. People are encouraged to maintain their independence but staff can provide support where necessary. Wheatridge Court provides accommodation of a good standard that is purpose built for people with a physical disability. Over 50 per cent of the staff team have a NVQ in Health and Social Care and the remainder of the team are working towards their awards. What the care home could do better: When implementing the new care plans staff were reminded to complete sections about people`s chosen religion. If they do not have any spiritual or religious beliefs then this should also be noted. In sections of the care plans related to people`s personal care, people`s preferences for the gender of staff supporting them in this area needs to be identified. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This inspection took place in November 2009 by one inspector to follow up on outstanding requirements and to check on the procedures in place for new admissions to the service. During the past twelve months we had concerns that people who did not have a physical disability were being admitted to the respite service. The manager was present during our visit and we spoke to staff working on the respite unit. We had a walk around the environment and looked at admission records and care plans for five people who had started to use the service since our last inspection. An assessment of need and current care plan had been provided for each person from Gloucestershire Community and Adult Care Directorate prior to admission to the service. These confirmed that peoples primary care needs at the time of assessment was a physical disability. Some people had additional mental health needs or alcohol/drug problems. Additional information was supplied for some people from other placements/care agencies. The manager said that people were encouraged to visit the respite unit several times which could include overnight stays before committing to longer periods of respite care. Staff confirmed that care plans and risk assessments were being developed in a timely fashion. We noted that these were in place for four people and it was thought that missing care plans for the fifth person were being typed up. This person had the necessary risk assessments in place. There was evidence that each time the person visited the unit their care plans and risk assessments were being reviewed. People were also being asked to evaluate their stay as part of the homes quality assurance process. Each person had a copy of their terms and conditions. The manager confirmed that the Statement of Purpose had been reviewed to reflect changes in the service. The certificate of registration was correctly displayed in the respite unit. This complies with a requirement issued at the last inspection. Staff discussed with us plans to introduce a new care planning format. We were shown a copy of this which would prompt key workers to elaborate peoples needs in more detail, rather than commenting, needs assistance. This would comply with our requirement issued at the last inspection. Care plans currently in use appeared to be providing the reader with more detail about peoples individual needs. The new format would also encourage key workers to provide clear and succinct information about the way in which people needed assistance with their physical, psychological and social needs. New individual support plans were also in place with an activity/progress log being used providing up to date information for reviews. Staff confirmed that the new formats being developed would continue to be person centred representing peoples wishes and aspirations. The manager confirmed that his application to become the registered manager for the respite unit and for a new domiciliary care agency being registered with us had been submitted to the Care Quality Commission. He shared with us his developmental plans for the home some of which were already being implemented - such as the care planning format and environmental improvements to the respite unit.
