Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included, The annual quality assurance assessment , AQAA, that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The last key inspection of this service was 4/06/08. At this key inspection the home was rated as 2 star, good. This means that the evidence shows that people who use the service experience good outcomes. Three requirements were made at the last inspection. The AQAA and other information we have show that all of the requirements relating to storage space and refurbishment are met. The manager completed the AQAA (Annual Quality Assurance Assessment) and returned it when we asked for it. This gives information about how the home has improved and how they intend to improve. The AQAA was well completed and gives evidence of what they do well, what could be improved and how they intend to improve further. The AQAA shows that issues relating to equality and diversity are understood and supported by staff training. The AQAA gives some evidence of why and how the home is value for money. The manager has identified some barriers to improvement and has some creative ideas about how to overcome these barriers. This means that the home will continue to improve for service users. They continue to use a range of ways to seek the views of people who use the service. Changes have been made based on peoples views including changes to the menu, involving people more in developing their care plans and producing a newsletter about the service. They continue to offer visits and trial stays to people who may wish to move in. They continue to carry out assessments of peoples needs so they know they can give the right support. There is information about the home that is given to prospective and current residents so they know more about the service. The AQAA shows that peoples personal and health care needs continue to be supported. People have the support they need with medication. They have reported two incidents related to medication since the last inspection. These incidents were dealt Annual Service Review Page 4 of 6 with by the Provider and did not place service users at risk of harm. For more information please contact the Provider. A requirement was made at the last inspection to control the storage temperature of medication. We have been told by the manager that air conditioning has been installed in all treatment rooms to address this. The AQAA says that they continue to welcome visitors to the home. There is an activity coordinator and activity programme on offer. They plan to increase links with the local community. Service users are involved in planning the menu and drinks and snacks are always available. There is a complaints procedure, which is being reviewed and updated. The home have had 16 complaints since the last inspection. They have investigated and addressed the issues. 8 complaints have been upheld. There have been 2 safeguarding alerts or referrals. This means the home or another agency has alerted social services that possible harm or abuse has occurred. Social services have investigated and the Provider has cooperated and made any necessary changes to protect people from harm and abuse. For more information please contact the Provider. There are plans to build a new 30-bed unit. There is a refurbishment programme in place as required at the last inspection. They have new cleaning trolleys and new carpets cleaners. They continue to carry out recruitment checks of new staff and have an induction in line with the Minimum Standard. The AQAA says that all staff are up to date with mandatory training like first aid and safe moving and handling. The AQAA says that they are fully staffed so use low levels of agency staff. This means that service users are supported by staff they know. They plan to support more staff to gain a National Vocational Qualification. The manager is now registered with us. This means that she has passed the fit person process and is judged to be a fit person to manage the service. The AQAA shows that the required health and safety checks are carried out of the premises and equipment. They continue to notify is of any incidents and accidents. This Annual Service Review was carried out on 14/05/09. From the information we have our judgment is that the home continues to provide a good service to the people who live there. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will carry out a key inspection by 4th June 2010. We can inspect the service at any time if we suspect a breach of standards or if we suspect service users are not safe.
