Woodcote is owned by Guinness Trust and provides personal care for up to six older people who have a learning disability. The home is reasonably close to Crediton town centre and is on a bus route. Access is through the grounds of Crediton Hospital, with plenty of parking. The facilities and design of the home are such that it would not be suitable for anyone with more than a minor physical disability. There are spacious communal rooms, a bedroom, kitchen, laundry/utility room, and toilet on the ground floor. The remaining bedrooms and bathroom facilities are upstairs. All bedrooms have hand basins. There is a large, pleasant and secluded accessible garden with two summerhouses. The report for the home is displayed in the dining room. We looked at all the information that we have received, or asked for, since the last key inspection which took place on 26 June 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and detailed and gave us all the information we asked for. We also received 4 completed surveys from people living at the home. Everyone had received assistance in completing the forms. The surveys tell us that people living at the home choose how they spend their time during the day, evening and at weekends. They also tell us that residents are encouraged to make their own decisions, and although several of the respondents say they are unable to communicate verbally they have other non-verbal methods of letting staff and carers know what they want to do. There are 6 people living at the home and there were no new admissions during the year. The AQAA tells us people living at the home have extremely limited communication skills. Every effort is made by the staff to support and enable service users to understand as much as possible with the help of pictures, objects, photographs, sounds, sensory items. During the last year the home has shared a mini-bus with two other homes in Crediton. This has proved to be cost effective and allows for the opportunity to go out on day trips as a group or individually. Annual Service Review Page 4 of 7 Person centred planning is in place for people living at the home. In the last year the first comprehensive plan was developed with input from the individual concerned and various aids. Each resident receives individualised care. We received 2 surveys from social care and health professionals. These say that the home, provides a safe relaxed environment in which peoples different needs and personalities are acknowledged and addressed allowing them to flourish as individuals. Another says, the warm atmosphere provided by staff for their residents makes the home a pleasure to visit, and the service is excellent in showing lasting and steady commitment to people who live at the home. Great attention to the detail and very personal aspects of a persons care. The AQAA tells us that residents are encouraged and supported to make their own choices no matter how small these may be and this is confirmed by all the surveys received. A varied range of opportunities are offered for residents to take part in, both within the home and in the wider community. Staff rotas are worked alongside residents needs. Staff are willing to change working hours to support residents to go out if needed. Residents are always included and encouraged to be involved in the day to day running of their home. Residents are protected by a trained staff team who deal immediately and appropriately with any concerns or suspected abuse. As residents have little or no communication skills to let anyone know how they may be feeling there is a reliance on staff to interpret signs. The AQAA confirms that staff are confident in their ability to recognise and report abuse. As a team they know each individual well enough to notice when something is wrong. A grant from the Guinness Trust has enabled the front path to be re-surfaced which has improved access to the home. A new garden shed has been installed and new paving fitted at the back of the house . 8 permanent members of care staff are employed at the home. Of these 5 have achieved an NVQ level 2 or above in care. Every new member of staff receives induction training and this was confirmed in staff surveys. We received 4 completed surveys from staff working at the home. These tell us that staff are given to to date information about the needs of the people they care for. Surveys also confirm that staff regularly have the opportunity to meet with the manager to discuss working practice. Staff say that the home, has a homely relaxing feel, and that everyone is made to feel at ease at all times. One person said they would like to live in the home themselves. The home has a low staff turnover and no staff have left in the last year. There are a range of policies and procedures in operation at the home which are regularly reviewed. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well Annual Service Review Page 5 of 7 with us and have shown us that their service continues to provide good outcomes for the people who use it. There is no evidence to indicate that outcomes for people who use the service have changed since the last inspection of the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 26 June, 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
