The focus of this inspection undertaken by the care quality commission (CQC) is upon outcomes for people who live in the home and their views of the service provided. This process considers the care homes capacity to meet regulatory requirements, minimum standards of practice and focuses on aspects of service provision that need further development. The last Key inspection of this service was completed on 4th September 2007. At that time we awarded the service a two star rating which meant people living there experienced good quality outcomes. We completed an Annual Service Review about the service provided at the home on 22nd October 2009. The outcome of this did not change our opinion of the quality of service provided. The home was due an inspection for the 2010 inspection year. As it was previously rated as a good home we assessed the information we had about the home and decide to do a Random visit. This means we only looked at some areas and not all key areas. The random inspection was undertaken by one inspector over four and a half hours. There were six people living at the home. The home did not know we would be visiting. During the visit we looked at peoples care records, medication management, staff training records, some health and safety records and we looked around parts of the home. We spoke to six people who live in the home, two staff, the deputy manager and owner. These are our findings. When we arrived some people were relaxing in the garden and some people were out at different day centres. One of the people told me We have been out shopping in the morning, to the park and out for lunch. When people arrived home they were immediately offered cold drinks as it was a very hot day. Staff spent time talking to people and finding out how their day had been. Staff presented as friendly and professional and genuinely interested in the people they support. There was lots of friendly banter and some people were enjoying watching one of the world cup football matches. We spoke to staff about peoples needs and they had a good understanding of what their needs are. We looked at peoples care plans. These were detailed and had been kept up to date so staff have the information they need to know to support people. The home is very well maintained and there is an ongoing programme of refurbishment so the home is comfortable and safe for people to live in. The home was clean and fresh ensuring satisfactory infection control procedures are in place. Three people showed us their bedrooms. People had been supported to make their bedrooms very personal. They told us I like my room I picked the colour. People had lots of personal possessions and pictures and photographs on display. Since our last visit we have not received any complaints about the service. The manager said they had not received any complaints made directly to the home. The complaints procedure is produced in an easy read style so people living there can understand it. The complaints log is currently in a hard back book format. This does not ensure the confidentiality of information that people may share with the manager. Care Homes for Adults (18-65 years) Page 4 of 9 A recommendation from the previous key inspection was that the manager ensured staff knew the homes safeguarding procedures and what to do if a concern was raised. The home has safeguarding procedures in place and on display in the office so staff have the information they need to refer to in the event of an incident happening. We spoke to two staff to establish their knowledge on safeguarding procedures. They indicated they would follow the correct procedures to ensure people are safeguarded from abuse. Training records confirmed that staff have received training in safeguarding to ensure they have up to date knowledge. Since our last visit there had been no staff changes and the home does not use agency staff. This should ensure that people receive consistent support. The rota indicated that there are two care staff and the manager on duty throughout the day. This ensures that people get the support they need to do different activities. Staff were positive about the training they had received. Training records seen indicated that staff receive regular training up dates and also training specific to the needs of the people living there such as nutrition training with the local Primary Care Trust. All staff have completed an National Vocational Qualification (NVQ) level 2 and over 50 have achieved a level 3 NVQ. This means that people living there are supported by a well qualified team. There has been no changes in the management team. The deputy manager facilitated the visit and was very helpful. She has a very good understanding of the needs of the people living there. The manager completed and returned the Annual Quality Assurance Assessment when we asked for it. We found the information given in the AQAA was accurate so that we can be confident that the manager has the best interests of the people living there as a priority in managing the home. We looked at a sample of health and safety records. These showed that health and safety is generally well managed. Fire drills and fire safety training take place so staff would know how to support people in the event of the alarm being activated. What the care home does well: What they could do better:
