Each service user has a single bedroom, and shares the use of two bathrooms. Service users share the use of a lounge, dining room and kitchen. There is an enclosed garden to the rear of the home that service users are able to access. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The results of the previous key inspection of the service on 12/11/08. What has this told us about the service? The homes annual quality assurance assessment (AQAA) was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know some of the further improvements they need to make. For example, the Statement of Purpose and Service User Guide are currently being revised in order to present information in a more user-friendly format. Over the past year the home has involved people who use the service in their individual support plans and is further developing health action plans, by making these more user-friendly and accessible. The home uses a range of communication tools and regular key worker meetings to provide people who use the service with opportunities to make choices and express their views. Staff understand that due to the communication needs of people who use the service, individuals may display behaviours as a way of communicationg their feelings and emotions. Changes in the way the service work with individuals, combined with a good working relationship with the community learning disability team, have resulted in fewer instances of challenging behaviour being expressed by people who use the service. People who use the service are involved in the day to day decision making within the home, including menu planning, taking part in daily household tasks and activity planning both inside and outside the home. Risk assessments are in place and enable each individual to take positive and responsible risks. The service plans to expand and develop the range of opportunities and choices that people who use the service are currently provided with, and to strengthen the team of support staff to enable this to take place. All staff members have had or are being given training on equality and diversity, through company training or National Vocational qualifications (NVQ). At the time of the AQAA being written, four staff members have obtained NVQ and another three are Annual Service Review Page 3 of 5 working on their NVQ. There are also staff members who are studying health and social care at local universities as part of a degree. All mandatory training is being undertaken or renewed on an ongoing basis and there are plans to access specialist training on epilepsy and autism. The home has been without a registered manager since 28/02/09. A replacement manager was recruited but the company made a decision not to appoint the individual. A new manager has been in post since 01/07/09 and has not applied for registration. We discussed this with the companys regional director, who told us she will be writing to us about either registering a manager or applying to de-register the home. The AQAA states there is a long term plan to develop the home into a supported living environment. The AQAA told us there have been no complaints in the last twelve months and that there have been two safeguarding adults referrals and investigations. The home has kept us informed when there are incidents affecting the welfare of people who use the service. These notifications indicate that the service liaises with external social and health care agencies and has taken appropriate actions to ensure the wellbeing of people who use the service. As part of this annual service review we sent out survey questionnaires for people who use the service and social and health care professionals who have contact with the service. No responses had been received at the time of writing the draft report. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 12th November 2010.
