We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. Up to 1 service user in the category of PD (Physical Disabilities under 65 years of age) The service should employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Annual Service Review Page 2 of 6 Farnworth Care home is owned by Abbey Healthcare Limited. The home is purpose built with 3 main units, which cater for up to 120 people with a variety of needs. The accommodation is provided on three floors in 120 single bedrooms. Two passenger lifts provide access to the upper floors. The ground floor is split into 2 units and is named Halliwell & Burnden. This unit offers care to older people who have social care or nursing care needs. The first floor unit offers care to older people who require nursing care or social care and is named Belmont whilst the second floor unit provides care for older people with dementia. The second floor unit is named Firwood. The home is just off the main street in Farnworth and is close to bus stops, local shops and the market. There is easy access to the nearby motorway network. The home is pleasantly situated in its own grounds with surrounding gardens and there is ample car parking to the front of the home. All bedrooms have an adjoining toilet, sink and shower. There is a dining room and two lounges on each floor and each floor is provided with bathrooms and separate toilets. A copy of the last inspection report is available in the managers office. The provider informed us that the weekly fees within the home range from 378:66 pounds to 650:00 pounds. The fees charged depend on the type of care being provided and whether the resident is privately funded. Additional charges are made for private chiropody, hairdressing, toiletries and newspapers. This information was received on the 30th September 2009. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received since the last key inspection of January 2008. This included: The annual quality assurance assessment (AQAA) that was completed and sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for those people who use the service. The AQAA form tells us what the home does at present, what they feel they do well and what they feel they need to do better. Feedback surveys returned to us from residents and staff. What the service has told us about things that have happened in the service. These are called notifications. They need to be sent to us, as it is a legal requirement to do so. The previous key inspection report that showed the home was rated as excellent. What has this told us about the service? Management sent us their annual quality assurance assessment (AQAA) in November 2009. The information provided showed what improvements management has made and their plans for the next 12 months. Some of the improvements they told us about were: They have increased family and resident involvement in the planning of social events. They now have a purpose built mini bus and they told us that they have more trips out now for the residents and have more involvement with the local community. Management have now employed a night supervisor and more staff are to rotate between the day and night shifts. This should ensure closer supervision and extra support and guidance from experienced staff. Great importance continues to be placed on staff training. The majority of the staff have the NVQ level 2 or above in care. This is a nationally recognised qualification in care provision. The staff are involved in the End of Life Pathway training. This is to ensure that people at the end of their life are cared for by knowlegeable staff who are able to control the pain and symptoms associated with terminal illness, and offer comfort and support. As part of the review we asked some residents to complete our surveys telling us what they think about the home. 7 surveys were returned to us. Some of the comments received from the residents and their relatives were: The care is very good. They keep the residents clean and active. They provide good nutritional food. They provide activities and outings to keep residents active. All the staff are friendly and helpful. Care with the utmost kindness. 2 relatives did state the following: Staff can be a bit thin on the ground in the evening. More staff perhaps in the morning when everybody wants to get up. Annual Service Review Page 4 of 6 9 staff surveys were returned to us. Staff told us that they felt supported by management, that training was good and that the residents received excellent care. Other comments were : The food is fresh and nicely prepared. The home is clean and always well presented and odour free. Cant think of anything that they could do better. Adequate staffing levels and a supportive environment. 1 complaint has been made to us since the last review of the service. This was an allegation that there was a lack of protective equipment in the home to control infection. We undertook a visit to the home in August 2009 to investigate the allegations made. The complaint was not upheld. There was plenty of protective equipment and staff had received training in infection control procedures. We also undertook a visit to the home at the end of September 2009 because there had been concerns identified in relation to the safeguarding and protection of people living there. The incidents that occurred were reported to the Safeguarding Team of the Local Authority. Throughout, the management of the home acted in accordance with correct procedures to ensure that the health, welfare and safety of the residents was protected. Our judgement is that the staff are still providing an excellent service for the people living at the home. What are we going to do as a result of this annual service review? We have recently undertaken a risk assessment of Farnworth Care Home. We undertake risk assessments for any establishment that is having an annual service review. Although Farnworth Care Home is not due for an inspection until January 2011, in accordance with the risk assessment tool used, a decision has been made that a key unannounced inspection will be undertaken shortly.
