What the care home does well

The home continues to provide a friendly and homely environment for the residents. The residents were happy with the care they receive at the home. The paperwork is well organised.

What has improved since the last inspection?

The home has put in place the necessary procedures to enable them find out from the residents and their relatives what they think of the service being provided.

What the care home could do better:

The Statement of Purpose and the service User Guide must be updated. There is a policy in place for managing the deaths of residents however the home should ensure that individual requests and preferences are documented in their care plans.

The registered provider is St Bonaventures Trust. The house consists of 3 single bedrooms, a staff sleep-in room, lounge, dining area, kitchen, bathroom and a toilet. There is a utility room attached to the house for laundry. The home is wheelchair accessible with external ramps. The house is a detached building with a paved frontage and a landscaped garden to rear and side. It is set in a quiet residential street with houses of a similar type. It is well located for transport links by road and bus. This was an unannounced inspection that took place on the 13 March 2006. The Team Leader was present during the inspection. The residents were also present during the inspection and the opportunity was taken to speak to them. The paperwork kept at the home was also looked at. The areas identified during the last inspection as needing improvements has been carried out. Other areas requiring improvements were identified during this inspection visit. The previous report should be read together with this one to get a better picture of the care being provided by the home, as the Commission for Social Care Inspection did not look at all the standards during this inspection. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1. Prospective residents are given all the necessary information about the home to help them make a decision whether to use the services of the home. EVIDENCE: There was a Service User Guide and a Statement of Purpose in place but they needed updating. These documents were issued to all prospective residents and their representatives to help them make a decision whether to use the services being offered at the home. The Service user Guide was detailed and was compiled in a manner that is easy to read and understand. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10. The home has systems and arrangements in place to maintain confidential information about the residents. EVIDENCE: The home had a policy in place regarding the need to maintain confidentiality at all times. Residents’ care plans were kept secure at all times. The residents and their representatives have access to their care plans. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11. The residents have the opportunities for personal development and are supported to do so. EVIDENCE: One of the residents was being enrolled at the local library. The residents attend Adult Training Centres to improve their skills and learn new ones. Residents’ care plans indicated that they received specialist input from other professionals and specialist trained staff. Some of the residents attend a Saturday club. Activities at the Saturday club includes playing cards with friends, playing cricket, drawing and colouring, puzzles and a Catholic services. 11 Beechpark Avenue DS0000029483.V278855.R01.S.doc Version 5.1 Page 11 Personal and Healthcare Support The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 21. There are policies and procedures in place for managing ageing, illnesses and death of a service user. EVIDENCE: There is a policy in place regarding the management of the deaths of residents that informs the staff to support the residents with sensitivity and respect, ensuring that their dignity is maintained at all times. The Team Leader said that the wishes of the resident will be respected regarding this matter however it was not documented in the care plans what their wishes and preferences are. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 25, 26, 27, 28, 29. The bedrooms suit the lifestyles of the residents and they promote their independence. The bathroom and the toilets provide privacy and meet individual needs. The residents have access to the necessary equipment to promote their independence. EVIDENCE: The residents’ bedrooms were nicely decorated and personalised to suit their lifestyles. The residents are encouraged to have personal possessions in their bedrooms. There are no shared bedrooms and each bedroom has a hand washbasin. The home has adequate bath and toilet facilities for the residents’ that promoted their privacy. The home had comfortable indoor and outdoor communal areas for the residents to enjoy. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 36. The staff are aware of their roles and responsibilities. An effective staff team support the residents. The staff are supported and they receive supervision that enables them to do their work appropriately. EVIDENCE: The staff spoken to during this inspection visit were aware of their roles and responsibilities at the home. Job descriptions were given to all staff members when they start employment at the home. Copies of the job descriptions are kept on staff files. The staff duty roster indicated that the home ensures that adequate staffing levels are maintained at all times to provide and maintain good quality care. There was a low rate of staff turnover and sick leave amongst staff. The home holds regular staff meetings. The home ensure that the staff receive supervision to enable them to do their work efficiently and appropriately. Service users benefit from competent and accountable management of the service. JUDGEMENT – we looked at outcomes for the following standard(s): 38, 39, 40, 41, 43. The home is managed well. The interests of the residents are safeguarded by the home’s policies and procedures. EVIDENCE: The staff spoken to indicated that the manager leads the team well. They also said that the manager is well organised and they find her approachable. The home is conducting surveys to find out what the people using the service think of it. The area manager visited the home on a monthly basis to audit the care being provided. The home had policies and procedures in place that ensured that the interest and rights of the residents were safeguarded. The policies and procedures examined complied with current standards. The staff had access to up to date policies and procedures that allowed them to support the residents appropriately. The residents and their representatives had access to these policies and procedures.
