What the care home does well We found that the registered manager and her team were continuing to ensure the personal and health care support needs of people living at the home are being properly met. We are also of the view that suitable and appropriate actions are being taken to ensure people living at the home are being protected and kept safe. A homely environment is provided and strong emphasis is placed on providing residents with the necessary support to develop through participation is structured activities, education, occupation and ordinary life experiences and opportunities. The home is situated in the Northenden area of Manchester, within easy reach of shops and community amenities. It blends well with neighbouring properties, having been converted from a domestic property. There are gardens to the front and rear of the property and car parking within the grounds. The last key inspection of the home was conducted in Septemeber 2007 when the service provided was assessed as being excellent. Annual Service Reviews were conducted in 2008 and 2009 which concluded our view of the service had not changed. The purpose of this Random inspection visit was to determine if the personal and health care support needs of people living at the home continue to be properly met. Also we wanted to determine how effectively those living at the home were being protected and kept safe. Discussion with the registered manager, staff and inspection of the care records of people living at the home demonstrated that staff provided sensitive and flexible support to maximise peoples privacy, dignity, independence and control over their lives. Personal care was provided in the privacy of a bathroom/toilet or peoples individual bedrooms. Times for getting up/going to bed, baths, meals and other activities were very flexible and people were being supported by an adequate number of (and suitably trained) staff. People were suitably supported with their personal hygiene needs. Technical aids and equipment and adaptations, determined by professional assessment, were provided. People living at the home were appropriately supported to access specialist support and advice from physiotherapists, Occupational Therapists, speech and language therapists and others. Peoples physical and emotional health needs were being met; All are registered with a local GP and are supported to acces a wide range of health care services on an individual basis. Their health is monitored and potential complications and problems are identified and dealt with at an early stage - including prompt referral to an appropriate specialist. All have had regular annual health checks and see visiting health care practitioners in the privacy of their own bedroom. The way peoples medicines are looked after in the home was secure and well organized. There were appropriate policies and procedures relating to medicines at the home that ensure they are safely managed. The way medicines are managed are regularly checked (audited) to ensure this continues. The senior staff at the home look after the medicines and have had recent training in respect of this. A clear and effective complaints procedure was accessible and included CQC contact details. The registered manager keeps a complaints book - no complaints had been received by the home (or received by the Commission since the last key inspection). safeguarding policies and procedures in place, including a whistle blowing policy. These policies and procedures were supplemented by Manchester interagency safeguarding document. All staff have been provided with safeguarding training by Manchesters Social Services Department in 2009. Staff on duty were aware of the importance of safeguarding and described how they would report it if they suspected any form of abuse was happening to people living at the home and confirmed they have had regular training in respect of safeguarding at the home. There have been no safeguarding incidents at the home. Whilst a restraint policy in place the registered manager informed us that there has been no instances when restraint has been used at the home. Financial arrangements are regularly checked by registered manager/deputy manager and audited regularly by the chair of the Charitable Trust (who operate the home) and the Trusts accountants.
