The home is registered for a maximum of 6 service users to include: up to 6 service users in the category of LD (Adults with learning disabilities) The service should at all times employ a suitably qualified and experienced manager who is registered with the Commission for Social Care Inspection. 19th September 2005 Date of last inspection Brief Description of the Service: 14 Norfolk Road is a detached three-storey property. Community Integrated Care provides the care and services. The home is registered to provide care for six people with a learning disability. Service users only use the ground and first floors, with staff accommodation on the top floor. It is situated in a residential street approximately one mile from the City of Carlisle and is indistinguishable from other properties in the area. A staircase provides access between the floors. This is an overview of what the inspector found during the inspection. This was an unannounced inspection to the home. It took place over two days throughout the early morning and afternoon periods. Service users, the registered manager and staff were met during the inspection and the home’s premises inside and out were inspected. A sample of administration records and service user’s files were assessed and the requirements made at the previous inspection were checked. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7, 8 and 9 There are care plans for each service user that are being developed and strengthened so that individual life styles can be further enhanced. EVIDENCE: The manager and staff are progressing the work needed on individual care planning so that a person centred approach to care planning can be further developed. Different aspects and approaches to individual communication are also being developed with the assistance of appropriate professional personnel. This will work alongside the person centred planning and will be undertaken at each person’s pace. The good thing is that this work is now underway and will progress from here. The manager and staff are supportive and encouraging in their personal dealing with service users. The manager and organisation are monitoring the staffing levels so that every effort is made to sustain the work force necessary to progress the work that develops. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,14, 15 and 16 Service users are assisted and supported to have a good quality of life and access to a variety of life experiences. EVIDENCE: People in the home have individual interests and activities and these are detailed in their care plans. The manager and staff encourage and support service users to make their own decisions and make choices about their lives. Records show how individual rights and choices are recognised and promoted and this underpins the value base of the home. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 The home has a satisfactory complaints system. EVIDENCE: The home has a complaints procedure that indicates the appropriate 28-day response time. A record is kept of any complaints or concerns that are expressed. Information about this can also be found in the home’s Statement of Purpose and Service User Guide. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 25, 26 and 27 There are arrangements in place to complete the work on one bedroom and the bathing and toilet facilities. Further attention is still required regarding one other bedroom. EVIDENCE: The programme of repairs needed at Norfolk Road is underway for completion. As stated in the previous inspection report, some of these matters had been outstanding for some time so it is reassuring these are now being attended to. The work to the toilet area in the upstairs area needs to be progressed fairly rapidly. There are wardrobes in one bedroom that are warped with ill- fitting doors. This room would be greatly enhanced by the provision of new furniture for appropriate clothes storage. JUDGEMENT – we looked at outcomes for the following standard(s): All of these standards were assessed at the previous inspection. There were requirements made to review the strategies for the recruitment and retention of staff and to ensure that there will be sufficient staff on duty to meet the needs of service users. These matters are being attended to and the registered manager is closely monitoring the availability of staff. This is crucial if the care planning development is to progress successfully. JUDGEMENT – we looked at outcomes for the following standard(s): 42 The health, safety and welfare of services users are promoted with the exception of the home’s utility room. EVIDENCE: Staff had received training to ensure the health and safety of service users and themselves. The utility room is a well used room. It is cluttered with ill-fitting cupboards and little workspace.
