Conditions of registration: 1. One unnamed service user over 55 years old, within the overall number of 3 places. 17th January 2006 Date of last inspection Brief Description of the Service: 16 Watford Road is terraced house in the Anfield area of Liverpool that provides accommodation and personal support for three males over the age of 65 years old that have dementia. All accommodation is provided in single bedrooms. There is sitting room and a kitchen/diner on the ground floor. Two of the bedrooms are situated on the first floor and one on the ground floor. The home has a walk in shower on the ground floor and bathroom on the first floor. Toilets are located on the ground and first floor. To the rear of the property there is a small patio garden, which is easily accessible to the residents. The home is staffed twenty- four hours a day. A seven-day holiday is included in the weekly fees and staff support the residents to access community facilities and maintain and develop new interests/hobbies. This is an overview of what the inspector found during the inspection. The inspection was carried out unannounced, during the inspection the inspector met with several service users and staff. A tour of the home was made. A selection of documentation was looked at including care files, staff files, training records, complaints log, fire records, certificates relating to health and safety and policies and procedures. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1, 2, 3, 4, 5, 6 The outcome is assessed as good This judgement has been made using all available evidence including a visit to the service. All service users are assessed prior to being offered a place, this ensures that a service user’s needs can be met. EVIDENCE: The home has a statement of purpose and service user guide that is up to date and in a format appropriate to the service users needs. There has been no new admissions since 2006, however the policy and procedure for admission was discussed and found to be appropriate. All service users prior to being offered a place are assessed for their needs, this is done through being visited by the manager or other suitably qualified person and then allowing the potential service user to visit the home on initial short visits, then for longer visits building up to an over night stay. Watford Road (16) DS0000025139.V300277.R01.S.doc Version 5.2 Page 9 Once a service user has made the decision to move in they are able to select their own personal effects and move in where their care needs are planned with them. Each service user is in receipt of a written contract that clearly determines the terms and conditions of residency. Service users families are able to visit openly, they are able to have private visits in the service users room or if they prefer use the communal areas. Staff access information and advise from other healthcare professionals as required and this is fully documented in the care file of the service user. The home does not provide intermediate care. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9, 10, 11 The outcome for this area is assessed as good. This judgement has been made using all available evidence including a visit to the service. Care plans and risk assessments are formulated to ensure care needs are met and the service users receives appropriate and safe care. EVIDENCE: Care files were seen and found to be well recorded, all aspects of care were detailed to ensure staff had a good understanding of each individual service user. Staff regularly reviews care files on an at least 8 weekly system and any additional information received is also recorded. Service users are able to participate if they wish in the review process and the formulation of change of care as required. There are detailed risk assessments in place for all service users these are also kept under review.

Staff receive training in administration of medication. Stock is adequate and all medication received in to the home and leaving the home is recorded. Service users who spoke with the inspector stated they were very happy with their care they felt they were treated ‘ top class’. The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14, 15, 16 The outcome for this area was assessed as good. This judgement has been made using all available evidence including a visit to the service. Meals are wholesome and nutritious thus providing service users with a balanced diet and ensuring their needs are being met. EVIDENCE: Meals are planned with the service users, all meals are recorded and alternative options are available. Service users are able to participate in meal preparation if they choose to. All meals are home cooked and found to be varied. Service users are able to maintain any social interests they have, activities include days out, lunches or evening meals out. Some service users attend day centres and one attends an art class. There are in house activities also including games, TV and music. There was noted to be a good rapport between service users and staff. Visitors are able to attend the home openly, they can also stay for a meal if they choose.

Service users are able to visit friends and family if they choose to, however most at present receive visits at the home as per their choice. The intended outcomes for Standards 16 - 18 are: 16. 17. 18. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16, 17, 18 This area is assessed as good This judgement has been made using all available evidence including a visit to the service. All staff receive training in adult protection, this assists in promoting safety for all service users in the home. EVIDENCE: The home has a copy of the Liverpool ‘No Secrets’ adult protection policy. All staff receive an outline of training during the induction period and then attend a more in depth full day training on the subject at the next available training session. There have been no referrals to Adult protection since the last inspection. The home has a satisfactory complaints system, there is a book to record complaints received by visitors or staff and a pictorial system is used for service users if they wish to communicate any complaints they may have. All complaints received are investigated and the outcome recorded. Service Users are able to receive their post unopened. Information on independent advocacy agencies is displayed in the home. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 21, 22, 23, 24, 25, 26 The outcome for this area is assessed as good. This judgement has been made using all available evidence including a visit to the service. The home is well maintained and provides a homely and pleasant environment for all who live in it. EVIDENCE: Since the last inspection a new shower room has been created in the ground floor bathroom. The upstairs bathroom is maintained to a high standard. Each service user has their own room and are actively encouraged to bring in personnel effects. One service user has sky TV fitted as per their choice. Bedrooms are large in size and enable a service user to be able to have private time if they choose.

The kitchen is well equipped with the necessary equipment to enable a comfortable lifestyle to be maintained for all service users. During the tour of the home it was noted the home was maintained to a high standard and it was found to be clean and free from any unpleasant odours. The intended outcomes for Standards 27 – 30 are: 27. 28. 29. 30. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29, 30 The outcome is assessed as good This judgement has been made using all available evidence including a visit to the service. Staff receive regular training to ensure care practices are safe and service users are protected from potential harm. EVIDENCE: The homes rotas were viewed and seen to be staffed appropriately. Staff are skill mixed to ensure all persons in the home are safe. The home currently has vacancies for staff and requires to use regular relief staff however these staff are introduced into the home and work along side regular staff. Staff are in receipt of regular training. The home has a training plan that covers all mandatory training and other appropriate training for the whole year. Staff training records were seen and found to be well maintained. Staff receive regular supervision from their line manager. These supervision sessions are recorded and held securely in their files. All staff receive an in depth induction which is recorded and requires regular communication with their line manager. It covers all aspects of care in the home and monitors practices on a regular basis. Watford Road (16) DS0000025139.V300277.R01.S.doc Version 5.2 Page 18 Staff personnel files are held at Head Office however there are records within the home to demonstrate all staff are appropriately checked against the CRB (Criminal Records Bureau) register. All staff are issued with a copy of their job description that details their roles and responsibilities. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32, 33, 34, 35, 36, 37, 38 The outcome for this area is assessed as good This judgement has been made using all available evidence including a visit to the service. The home is well managed and staff receive guidance and leadership from a competent manager, thus assisting in providing good standards of care. EVIDENCE: The manager is registered with the Commission for Social Care Inspection, she has a number of years of experience and provides the staff with guidance to ensure care needs are safe and independence of service users is promoted. The manager has completed her NVQ in management. Watford Road (16) DS0000025139.V300277.R01.S.doc Version 5.2 Page 20 There are bi- monthly staff meetings held in the home to ensure all staff are aware of new changes to care and to monitor and review care practices in conjunction with the homes policies and procedures. The home has up to date policies and procedures, these are kept under review by either the staff or head office. All documentation is held securely in locked cabinets in compliance with the Data Protection Act 1998. Certificates relating to Health and Safety were seen and all found to be in date. Certificates from the Commission for Social Care Inspection were displayed in the main entrance area along with the insurance liability certificate. Fire records were found to be maintained to a good standard. Staff receive fire evacuation training at regular intervals. Service user finance records were maintained to a good standard and money held was securely managed with good systems of protection against any potential abuse.
